Permit Administrator Salary $45,704.00 - $52,560.00 Annually Location Altamonte Springs, FL Job Type Full Time Job Number 202600035 Department Building & Fire Safety Division BFSD Opening Date 03/30/2026 FLSA Non-Exempt Description Benefits Questions Position Overview Managerial and supervisory functions of the permitting, inspection and plan submittal process. Position Functions Direct and supervise assigned personnel, hire administrative staff; prepare performance evaluations; recommend and administer disciplinary action; facilitate and promote staff training and development programs. Oversee and manage key operational functions, including the permitting service counter, department payroll, and permit service administration. Direct the maintenance and organization of the records management system, ensuring compliance and accessibility. Provide budget oversight by monitoring expenditures and optimizing financial resources. Implement effective inventory control measures for general office supplies to support seamless departmental operations. Develop and recommend plans, programs and/or courses of action relative to improving customer-service operational methods, standards and efficiency or effectiveness. Provide high-level executive support by managing complex scheduling and strategic planning, coordinating correspondence and mail processing, handling engagement requests, and overseeing travel arrangements and expense reporting. Facilitate seamless business operations by managing related administrative functions while serving as a key liaison for management staff, ensuring effective communication and collaboration across departments. Participate in the development, implementation, and administration of departmental polices by drafting, evaluation, and refining procedures, rules, and operational manuals. Ensure policies align with regulatory requirements, industry best practices, and organizational objectives to enhance efficiency and compliance. Assist in the development and administration of the department's annual budget, as well as the preparation of financial documents and funding plans. Assist in drafting comprehensive justification strategies to ensure fiscal responsibility, resource optimization, and alignment with organizational objectives. Conduct management staff research, analyze results, make recommendations, develop action plans, and prepare special presentations utilizing electronic visual aid techniques. Compile, analyze and prepare detailed reports, including quarterly and annual work program reports, incorporating statistical data and graphical illustrations to support data-driven decision-making. Assists field inspectors, plans examiners, planners, other City departments, other governmental agencies and the public with research of permit records in the enterprise permitting system, project files, microfiche and Laserfiche. Serve as the Department's official records custodian overseeing the proper preservation, management, and compliant disposal of records in accordance with State regulations. Ensure timely and accurate responses to public records requests within the City's established timeframes, maintaining transparency and adherence to legal requirements. Oversee and direct the effective utilization of the City's enterprise permitting system. Develop and propose improvements to the City's enterprise permitting system to enhance efficiency, user experience, and operational effectiveness. Collaborate with City staff to identify system enhancements that align with organizational goals and regulatory requirements. Conduct training for direct reports and other department members on all aspects of permitting, inspection and plan submittal functions of the City. Ensure team members are equipped with the necessary knowledge and skills to maintain compliance and efficiency. Effectively communicate both orally and in writing with other City departments, outside agencies, organizations and associations engaged in routine business with the department. Manage issues and subject matter in ways that require considerable sensitivity, discretion and judgment. Distribute public information and provide direct customer support by addressing inquires, resolving complaints, and responding to requests for assistance through various communication channels, including telephone, email, and online platforms. Ensure a professional objective, and customer-focused approach to delivery. In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description. Complete required trainings as specified within the City Comprehensive Emergency Management Plan and other City directed training. Drive to and from work sites, run office-related errands. (City vehicle will be provided) Perform additional duties as assigned. Be available for emergency call-outs on an as needed basis. Qualifications
MINIMUM QUALIFICATIONS
Two (2) year college degree in Communication, Management, Public Administration, or related field; or four (4) years' experience as administrative support to senior (upper) management, which includes one (1) year supervisory experience and experience in account­ing, budgeting, inventory, payroll or personnel proce­dures; or equivalent combination of education, training or experience. Proficient in Microsoft Word, Excel and PowerPoint Valid driver license. Must obtain Florida driver license within thirty (30) days of employment.
PREFERABLE QUALIFICATIONS
Undergraduate college degree in Communications, Management, Public Administration or related field. Ability to converse in both Spanish and English. Experience in fire safety, building construction, permitting services or related public service field. Obtain Florida Notary Public Commission within 6 months of employment. Willingness to adopt AI and emerging technologies. Supplemental Information Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal background screening. Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
