Position Summary The Central Florida Programs Manager is responsible for management and oversight of all program activities in Central Florida so that residents receive quality best-in-class services to achieve optimal outcomes. The Central Florida Programs Manager ensures all residents of Ability Housing's Central Florida properties have access to the programming, services, and resources they need and/or desire to achieve their household goals. The Central Florida Programs Manager works collaboratively with the Programs Department team and contractors. The Central Florida Programs Manager reports to the Programs Director. Essential Duties and Primary Responsibilities The Central Florida Programs Manager is an integral part of Ability Housing's programs management overseeing Central Florida programs administration to ensure efficient operations as well as agency mission alignment and fulfillment with all residents and communities. § Ensures evidence-based and best practices are employed within all provided resident services § Develops and maintains a working knowledge of municipality, state, and federal affordable, workforce, and supportive housing programs and resources § Develops and maintains working knowledge of community programs and resources § Participates in the new staff selection and hiring process with third-party supportive services providers § Supervises contract supportive housing service coordinators, residential service coordinators, peer support specialists, SOAR specialists and third-party support service providers for each property and the scattered site Permanent Supportive Housing (PSH) program § Oversees the identification and referral of HUD Continuum of Care (CoC) and private partner program participants to appropriate housing option(s) § Delivers program orientations for program participants and coordinates services and activities provided by and/or with other agencies § Conducts housing searches for the scattered site PSH program while developing and maintaining relationships with private landlords § Works with property management and support staff to ensure resident understanding of tenant rights and responsibilities § Acts as a liaison with property management and third-party support service providers in resolving issues, concerns, and crises related to residents' housing stability § Participates in agency quality assurance and improvement initiatives § Monitors and evaluates programs to ensure compliance with regulations and outcome measures § Prepares and provides timely and accurate reporting of program outcomes § Assesses and recommends modifications to programs as appropriate § Identifies trends and proactively implements solutions as needed to improve outcomes across programs and partnerships § Supports agency efforts to expand and enhance program models to increase resident economic mobility and resiliency § Supports Resident & Community Engagement Coordinator to develop and oversee resident association initiatives, resident service coordination initiatives that maximize housing stability and self-sufficiency, and community residents' mobilization around critical neighborhood issues § Develops and enhances relationships among broad spectrum of community organizations and appropriate local partners including to secure resources § Develops and enhances appropriate community collaborations to support Ability Housing's mission and implementation of service delivery best practices § Identifies collaborative grant opportunities to expand community impact as applicable § Enhances Ability Housing's reputation with grant makers § Manages HUD CoC, Department of Children and Families, and privately funded project budgets including submission of all reimbursement requests and grantee sub-recipients' invoicing § Provides requisite information for funding proposals and reporting § Ensures compliance with relevant grants and contracts including through grant outcomes monitoring, reporting, and corrective action § Ensures Ability Housing Homeless Management Information Systems (HMIS) data is accurate and timely § Drafts new and renewal contracts for third party support service providers § Serves on relevant committees within the Central Florida CoC and region § Ensures all programmatic information and records are maintained according to established standards § Provides monthly activities reports to the Programs Director § Maintains ongoing and effective communication with the Programs Director including timely communication of critical issues § Performs other duties as assigned
