Oversight of the administration of the various HUD voucher programs (i.e. Mainstream, HOPWA, SPC, PAL, 811) and agency owned housing units to ensure compliance with all governmental regulations. Assures efficient and cost effective management of all agency housing programs. Duties (Functions): Primary (Essential): Oversees all HUD voucher contracts/agreements and ensures compliant MTCS and SEMAP ratings. Acts as agency EIV coordinator and PIC administrator. Performs quality control HQS inspections as required by HUD. Ensures that all facility and tenant files are in compliance with local, state and federal regulatory statutes. Coordinates maintenance and repair at all facilities with property management personnel. Monitors the preparation and submittal of a variety of documents, forms, and other paperwork regarding HUD projects including, but not necessarily limited to, Initial Certification/ Recertification; 50558 Forms, 50559 Forms; Tenant Income Certifications; Exhibit F's, monthly HAP's and leases. Enacts, as appropriate, approved (including HUD approval) rent increases; ensures the collection overdue rents/fees. Ensures eviction notices are served and processed as necessary. Coordinates coverage of the Hays Center receptionist duties.Secondary:
Will comply with Compliance Plan and standards of conduct and report any non-compliance to the appropriate official. Will attend all required trainings. Completes other duties as assigned.Education:
Bachelor's degree in business management or related field. Education must be from an accredited school, college, or university. Real Estate Broker's License required. COS and Certified Manager of Housing required. LIHTC certification desired.Experience:
Five years relevant experience with a housing authority, HUD, and/or related. Experience with tax credits, managing affordable housing complexes, State landlord/tenant statues, government funding sources, budget development, planning capital expenditures and related.Knowledge:
Knowledge of HUD guidelines and procedures, relevant computer software applications, building construction/maintenance and repair, appropriate building management techniques and processes preferred. Good skills and demonstrated abilities preferred in communication- oral/written, coordination, cooperation, follow through, interpersonal relations, attention-to-detail, use of basic math and language, following procedures/instructions
