Exempt Position Summary The Assistant Public Works Director performs professional administrative and managerial duties in support of the Public Works Director and serves as Acting Public Works Director in the Director's absence. This position coordinates and implements public works projects involving water and sewer, stormwater, solid waste, facilities, streets, sanitation, and other general public works activities. The position requires sound judgment and discretion, along with thorough knowledge of administrative policies, procedures, and Town operations Essential Duties and Responsibilities Review and analyze policies and procedures, recommend appropriate goals and objectives, and implement approved policies and procedures. Serve as the Town's primary point of contact for resilience initiatives, including managing resilience funding resources and implementing resiliency goals and strategies. Consult and coordinate with the Town's general engineering consultant regarding public works matters, as directed by the Public Works Director. Attend staff, committee, and Town Commission meetings as required and make recommendations regarding matters under discussion. Serve as staff liaison to assigned committees and commissions. Participate in intergovernmental programs and attend official meetings to answer questions, provide information, and request resources. Perform routine administrative functions and special assignments, including preparing detailed reports and analyses, identifying process improvements, and recommending alternatives. Serve as Acting Public Works Director in the absence of the Public Works Director. Review, revise, and prepare procurement documents for the annual purchase of commodities and contractual services. Manage expenditure controls, purchasing approvals, and related contracts. Coordinate public works projects involving research, data analysis, report preparation, and presentations. Review employment applications and conduct interviews with the Public Works Director. Serve in emergency management roles within the Incident Command System, which may include logistics, operations, and planning. Perform other related duties as assigned. Knowledge, Skills, and Abilities Knowledge of public works operations, facilities maintenance, property management, sanitation, streets, and stormwater. Knowledge and ability to prepare a Capital Improvement Program. Knowledge of the equipment, tools, and supplies needed to support public works operations. Knowledge of the basic operation of heavy equipment. Knowledge of applicable codes and statutes. Proficiency with personal computers and software, including Microsoft Office and Computer-Aided Drafting (CAD). Ability to communicate and present information clearly and interact with the public in an effective, courteous, and tactful manner. Ability to establish and maintain productive working relationships with contractors, architects, engineering firms, Town employees, Town officials, and members of the public. Ability to plan, direct, and coordinate a broad range of public works systems and activities. Ability to supervise employees through divisional supervisors. Ability to create a positive public image for public works programs. Strong customer service skills. Ability to understand and manage the department's budget. Ability to understand and apply best management practices related to resiliency. Ability to remain on call and respond to Town emergencies. Education and Experience A bachelor's degree in Engineering, Political Science, Business Administration, or a related field is required. Candidates must have extensive, progressively responsible experience in local government administration, including experience at the management level, or an equivalent combination of education and experience. A comparable combination of training, education, and experience may be substituted for the minimum qualifications. Licenses and Certifications A valid motor vehicle operator's license is preferred. Must possess, or be able to obtain within three years of employment, Water Distribution Operator and Stormwater Operator licenses. Physical Requirements This position may require the ability to: Communicate verbally and in writing. Lift and carry items weighing less than 15 pounds. Reach, pull, push, walk, stand, kneel, and bend. Perform work requiring acceptable vision and hearing, with or without correction or assistive devices.
