EARLY CHILDHOOD EDUCATION
(ECE)
CHILD SERVICES MANAGER
Full-Time Wage:
$28.84/hr

80/bi-weekly pay period Supervised by:
Early Childhood Education Component Director Supervises:
Directly supervises Education Coordinators and indirectly supervises teachers and other component staff through second level managers.
Primary Purpose:
The Child Services Manager is responsible for Education and Child Development Program Services, Additional Services for Children with Disabilities and Transition Services sections of the Head Start Program Performance Standards. The Child Services Manager provides leadership and support to plan, coordinate and implement a full range of education programming for the entire Early Childhood Education component. This position is responsible for supervising the coordinators monitoring education, disability and mental health services; and ensuring consistency with other service area teams. The Child Services Manager is responsible for assuring program goals and policies are met and that practices comply with applicable standards and regulations.
Essential Job Functions:

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Education Manager 1. Participates, as a team member, in the planning, implementation and evaluation of program initiatives in accordance with performance standards, established mission and community needs. Participates in long-range program planning and development. 2. Develops and administers a complete program of education services for staff and children enrolled in Early Childhood Education programs. Regularly consults with the Policy Council, parents, and other team members in program development. 3. Manages the staffing plan for the preschool classrooms. Identifies vacancies, reviews and selects candidates for interviews, and makes recommendations on hiring and transfers. Coordinates with subordinates to maintain daily classroom coverage to ensure services are delivered. 4. Plans, coordinates and implements a staff training system to ensure classroom and coordinator staff are competent in delivering the curriculum, administering assessment tools, and meeting other requirements per program standards and licensing effectively. 5. Compiles and analyzes data, information and records related to education activities. Prepares and presents regular status reports and develops special reports as requested. 6. Fosters relationships with community resources. Initiates and maintains contacts with various agencies, councils and service organizations to maximize the resources available to ECE clients. Keeps abreast of new administrative techniques and current education issues through continued education and professional growth. Attends conferences, workshops, and seminars as appropriate, and conducts training sessions or workshops as requested. General 8. Represents the ECE component in general, and education services in particular, in various forums. Promotes public relations by establishing and maintaining effective relationships with clients, the public, community groups, agency officials, service providers and other interests. 9. Serves on special committees and participates in civic and professional organizations as appropriate. Responds to public inquiries and investigates complaints regarding ECE education services. 10. Completes special projects and performs other duties as assigned.
Required Knowledge, Skills, Abilities and Minimum Qualifications:

Experience requirements include two or more years of progressively more responsible program management experience, preferably in an early childhood setting. Through knowledge of early childhood education issues and the professional practices related to the provision of education services to children, families and disabled children. Considerable knowledge of management practices and techniques involved in program planning and evaluation, operations management, personnel administration, and related areas. Considerable knowledge of the principles and techniques utilized in interacting with and providing services for high-risk families. Knowledge of human resource practices. Skill in compiling and evaluating complex information and data, in formulating policy and program recommendations, and generating complex reports. Skill in effectively communicating ideas and concepts orally and in writing in highly sensitive situations, and in making presentations in public forums. Considerable skill in the use of computers and related software. Strong time management skills. Skill in planning and managing diverse programs, services, and personnel. Ability to establish effective working relationships and use good judgement, initiative and resourcefulness when dealing with clients, other agencies, the public, and other employees. Ability to work effectively under stress and within deadlines and changes in work priorities. Ability to travel to other locations. Ability to work flexible hours.

Pay:
