ABOUT THE OPPORTUNITY
We are seeking an experienced Affordable Housing Occupancy Specialist with direct knowledge of HUD, Section 8 and Low-Income Housing Tax Credit (LIHTC) programs. This position is responsible for processing certifications and recertifications, determining applicant eligibility, managing resident files, maintaining waiting-list compliance and preparing documentation for audits and regulatory reviews. Candidates must have hands-on Section 8 and LIHTC compliance experience. Conventional property management or leasing experience alone will not qualify.
WHAT YOU'LL DO
Process affordable housing applications according to HUD, Section 8, LIHTC and IRS requirements. Screen and qualify applicants based on income limits, household composition and program eligibility. Prepare new resident files and ensure all required compliance documents are complete and accurate. Process initial certifications, annual recertifications and interim recertifications within required deadlines. Send recertification notices and follow up with residents to obtain missing documentation. Complete income calculations, asset verifications and third-party verifications. Prepare and review
HUD 50059
forms, Tenant Income Certifications and related occupancy documents. Use EIV, TRACS and property-management systems to verify resident information and maintain compliance. Manage affordable housing waiting lists according to HUD, LIHTC and Fair Housing requirements. Maintain complete, accurate and audit-ready resident files. Assist with monthly Housing Assistance Payment requests and HAP vouchers. Prepare files for audits, inspections, Management and Occupancy Reviews and compliance monitoring. Correct resident-file deficiencies and resolve compliance issues within required timeframes. Assist with annual reporting for affordable housing and subsidy programs. Monitor resident account balances, rent collections and delinquent accounts. Communicate professionally with applicants, residents, property teams and regulatory agencies. Maintain current knowledge of HUD, Section 8, LIHTC, Fair Housing and applicable landlord-tenant requirements.
WHAT YOU'LL NEED
Previous experience as an Occupancy Specialist, Affordable Housing Specialist, Compliance Specialist, Recertification Specialist, Housing Specialist or similar position. Direct, hands-on experience with Section 8 and LIHTC programs. Experience processing initial certifications, annual recertifications and interim recertifications. Knowledge of income calculations, asset verification, third-party verification and resident eligibility requirements. Experience maintaining affordable housing resident files and preparing for audits. Knowledge of Fair Housing laws and affordable housing compliance requirements. Strong organization, accuracy and attention to detail. Ability to independently manage multiple certifications, files and deadlines. Proficiency with Microsoft Word, Microsoft Excel and property-management or compliance software. Professional written and verbal communication skills.
PREFERRED EXPERIENCE
Experience with
EIV, TRACS, HUD 50059
forms, HAP vouchers and Tenant Income Certifications. Experience preparing for resident-file audits, regulatory inspections or Management and Occupancy Reviews. COS, CPO, HCCP, SHCM, TCS or another affordable housing certification. Knowledge of Minnesota landlord-tenant laws.
