The Department of Public Safety is seeking a Commissioner of the Office of Violence Prevention. This individual would work in collaboration with the Department of Health, Department of Public Safety, Neighborhood Stabilization, and the Office of Children, Youth and Families as well as senior leadership on the Mayor's team to provide recommendations regarding the vision for violence intervention programs in the City.

Community violence is preventable and is a top priority of the Mayoral Administration. The Commissioner would be responsible for the daily management of the Save Lives Now Initiative and CVI providers to ensure they have the information and coordination needed to meet City goals.

Those goals include the following:
  • Establishing networks to mediate conflicts, preempt violence and stop retaliatory violence.
  • Decreasing the number of shootings and homicides citywide.
  • Building close relationships with high-risk individuals and demonstrating alternatives to violence.
  • Improving risk reduction through better case management process and client referrals.
  • Driving collective impact of city funded or affiliated CVI programming.
  • Increasing community support for the program that involves a variety of efforts to prevent shootings and killings in the near term, instilling in community residents the message that shootings and violence are not acceptable, and to promote community resiliency that rejects violence.
  • Strengthening consistent and quality of community events among service providers to broaden the base of support in the community for CVI.
  • Improving messaging to those most likely to be involved in a shooting, other members of the community and the public at large.
Essential Functions and Responsibilities:
  • Provide strategic guidance to the Mayor and senior management team, and the Director of Public Safety regarding program expansion for community violence intervention programs.
  • Work with community leaders to build a network of service providers.
  • Identify and seek funding for community violence intervention programs through budget allocations, state and federal grants, and private partnerships.
  • Share funding opportunities with community partners to boost provider networks.
  • Troubleshoot day-to-day challenges confronted by service providers.
  • Coordinate efforts between service providers to ensure service provision is robust, growing, and equitable.
  • Track relevant data from service providers and provide regular updates.
  • Provide regular evaluation of service providers.
  • Coordinate with the Department of Public Safety and Department of Public Health to ensure programming meets objectives of both departments.
  • Identify gaps in programming that would allow the City to more effectively accomplish its goals.
  • Work with the Neighborhood Stabilization Team, City Departments, and community groups to help change the physical environment of high crime areas through Crime Prevention Through Environmental Design (CPTED)
  • Research and pitch national models of violence prevention to leaders in the Mayor's Office, Department of Health and Department of Public Safety.
  • Serve as a liaison for hospital-community partnerships, and treatment services such as Trauma-Focused Cognitive Behavior Therapy ® (TF-CBT) and Multisystemic Therapy® (MST).
  • Provide regular community updates on community violence programming.
  • Assist Department of Health and Department of Public Safety to manage the contracting process for a variety of providers
  • Seek and monitor outside evaluation of CVI programming.
Knowledge, Skills, and Abilities:
    Data Utilization:

    Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.

    • Individuals considered for this role should be self-starters, organized, and capable of managing complicated workflows on tight schedules. This role requires innovation and strong interpersonal skills capable of building work plans among diverse stakeholders.
    • Exceptional experience in trauma-informed care, violence reduction, and grassroots community organizing. In this role, the Commissioner will work closely across departments to foster program integration and improve outcomes for both residents who may become victims of violence and individuals identified as high-risk for furthering community violence.
    • Well-versed in racial justice and building trust in the community. Eager to seek out community partners and well-prepared to map networks of existing support to identify gaps in service. Fluent in best practices regarding program evaluation.
    • Works under general supervision.

    Empowered to develop their own work sequences within established procedures, methods and policies and subject to periodic supervisory checks with the Director of Public Safety. Qualifications

    A Bachelor's degree in Criminal Justice Administration, Law Enforcement, Public Safety Management, Public Administration, Human Services, Social Work, or a closely related field; plus seven years of professional experience in the field of criminal justice, which includes promoting safety, education, policy development and training. At least two (2) years of the requisite experience must include direct supervisory experience.

    Qualifying experience must include the development of public policy or reform planning.

    City Residence Preference Points

    City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
