Job Description

JOB DESCRIPTION
Essential Functions
  • Administers Santa Fe Housing Program (SFHP) Chapter 26; meets with developers, sets up agreements, participates on DRT, attends Planning Commission, monitors compliance, and initiates enforcement actions.
  • Administers fee for service contracts with housing providers and project/program contracts funded through Affordable Housing Trust Funding (AHTF).
  • Conducts research, analysis, and policy development to support planning, funding, and housing development as per the New Mexico Affordable Housing Act.
  • Oversees Community Development Block Grant (CDBG) administration to include ensuring compliance with U. S. Department of Housing and Urban Development's (HUD) planning, reporting, accounting, and subrecipient contract administration.
  • Provides policy support to the Governing Body; responds to public inquiries about affordable housing; participates in community discourse and events; serves as liaison with industry groups, nonprofit partners, and other governmental agencies.
  • Recruits and selects department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules; recommends transfers, promotions, suspensions, terminations, and demotions.
  • Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  • Develops goals, documents performance, reviews, develops, and/or modifies work plans, methods, and procedures, determines work priorities.
  • Provides work instruction, assists employees with difficult and/or unusual assignments, and encourages innovation.
  • Resolves problems, mediates conflicts encountered during daily operations, determines appropriate solutions, and promotes teamwork.
  • Participates in the Comprehensive Plan and Land Development Code update team, offers technical expertise, and develops policy initiatives to incentivize affordable housing initiatives.
