Under the general supervision of the Director of Community-based Services, the Supportive Housing Program Manager is responsible for the leadership, coordination, and day-to-day operation of HONOR's HUD-funded Community Housing programs and OMH Supportive Housing programs across Orange, Dutchess, Sullivan, and Ulster Counties. These programs connect people experiencing homelessness or housing instability with permanent housing and the individualized services needed to achieve housing stability, income stability, wellness, and community integration. The Supportive Housing Program Manager ensures that programs use person-centered, trauma-informed, culturally responsive, and evidence-based Supportive Housing practices. The manager ensures that staff provide appropriate intensive case management and graduated supportive services, including home visits, client advocacy, landlord relations, benefits and income supports, referrals, peer support, and coordination with behavioral health, health care, social service, and other community providers. The position oversees HUD-funded Community Housing Case Managers; OMH Supportive Housing Case Managers and Peer Specialists; and Case Managers serving an Orange County contract that includes master-leased apartments and hotel case management for individuals and families placed by the Department of Social Services. The position provides consistent oversight throughout the four-county service area, builds county-specific partnerships, monitors service access and outcomes, and ensures compliance with NYS Office of Mental Health, HUD, county, contractual, and agency requirements. Regular travel among program sites and communities in Orange, Dutchess, Sullivan, and Ulster Counties is required. The manager works closely with agency administration, provides program and performance updates, and coordinates resources so clients and staff receive equitable support across the region. This position is responsible for remaining available on call 24 hours a day, seven days a week to provide information and emergency consultation related to client care, staff support, and program operations. The manager must be flexible to meet client and staff needs, including evenings, weekends, and holidays, and will support, implement, and promote HONOR's vision and mission.
QUALIFICATIONS FOR THE POSITION
(Not the Individual's Qualifications) 1. Bachelor's degree in Human Services or a related field required; Master's degree in Social Work strongly preferred. 2. At least five years of case management experience with vulnerable and/or disabled populations, including experience serving people experiencing homelessness; at least two years of team leadership or supervisory experience required. 3. Working knowledge of HUD-funded Community Housing, OMH Supportive Housing, applicable evidence-based Supportive Housing practices, NYS Office of Mental Health requirements, HUD requirements, and county contracts and referral systems. 4. Familiarity with evidence-based and person-centered practices, including harm reduction, trauma-informed care, motivational interviewing, and strengths-based service delivery. 5. Ability to relate to and work effectively with people who may be ill, disabled, elderly, emotionally distressed, or at times hostile. 6. Demonstrated ability to recruit, hire, supervise, develop, and coach a strong multi-county team. 7. Excellent organizational, written and verbal communication, documentation, and interpersonal skills, with the ability to work independently and collaboratively. 8. Ability to present information and respond effectively to clients, staff, landlords, community partners, government agencies, and the public across Orange, Dutchess, Sullivan, and Ulster Counties. 10. Proficiency with Microsoft Word and Excel, electronic health record systems, HMIS or other required databases, and virtual communication tools. 11. Valid New York State driver's license and ability to travel regularly throughout Orange, Dutchess, Sullivan, and Ulster Counties. 12. Ability to work in apartments, hotels, and other community settings and to follow bloodborne-pathogen, infection-control, cleaning-chemical, and personal protective equipment requirements during occasional cleaning or housing-stabilization assistance.
Pay:
$65,000.00 - $70,000.00 per year
