A Fiscal Director or Budget Director manages the budget and finance department of government agencies or cities. They manage the operations of the budget and finance department; including leading analysts and staff. They review and make recommendations on budget requests and options in terms of policy, programs and objectives for the agency or city while ensuring compliance with policies, procedures, regulations and statutes. They are responsible for the accumulation of data to support the development of financial analysis and budgeting, including the preparation of quarterly, monthly and annual financial performance measures.

Under administrative direction, this position assists in the planning, organization and administration of the Business Advisory Services; plans, directs, organizes, coordinates, and supervises the management of research and evaluation of business services and products; recommends innovative solutions and alternatives for implementation of operational efficiencies, cost avoidance, revenue enhancement, and improved service delivery conducted through joint or cooperative ventures. The Well Qualified Candidate Will Possess theFollowing Knowledge:
Principles and procedures of public school-based business and finance administration and management, including feasibility studies, cost benefit analyses, public school business management, attendance accounting, and budget development Enterprise financial systems, data analytics tools, and automated reporting platforms for fiscal data Principles and practices of public program management Specialized public school fiscal programs and Program/LEA billing option programs, such as Tax and Revenue Anticipation Notes (TRANs), Certificates of Participation (COPs), and School-based Medi-Cal Administrative Activities (SMAA), unemployment insurance, and charter school fiscal oversight Federal, state, and local laws including legislative mandates as related to the public sector business operations of California public schools AB 1200 and fiscal oversight School District Election Codes including California Voting Rights Act District of Choice legislation and methods for determining calculations The California Standardized Accounting Code Structure (SACS) Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreementsCompetencies:

Required Education and Experience Education:
A bachelor's degree from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.Experience:
Five years of experience in business administration or business services management, involving project management, fiscal analysis, and budget administration. Three years of the required general experience must include management experience involving supervision, resource budgeting, and policy development for a business unit.Additional Requirements:
A valid California driver's license and the availability of private transportation or the ability to obtain transportation between job sites is required. Public sector or school business experience is preferred. Hybrid remote schedules may be available.
