Job Description

Overview We are seeking an innovative, motivated and relationship-driven professional to serve as our Regional Director of Affordable Housing & Community Development. SCAP is expanding beyond administering housing programs to actively creating and preserving affordable housing opportunities throughout our four-county service area (Anson, Montgomery, Moore & Richmond). We are looking for someone who can help us find opportunities, build partnerships, identify funding and turn good ideas into viable affordable housing projects. Opportunity for Growth This position is beginning as a 23-hour-per-week, 12-month position , but SCAP's goal is to build a sustainable, long-term affordable housing development program. The person selected for this role will have a unique opportunity to help shape that future. Success in developing new funding sources, building partnerships, securing local and private investment and advancing affordable housing projects will help determine the growth and sustainability of both the program and the position. As SCAP's housing development portfolio and funding grow, this position has the potential to continue beyond the initial 12-month period and expand into a full-time, permanent role. For the right person, this is more than a part-time job—it is an opportunity to help build a new affordable housing development function within SCAP and potentially grow with it. Join us in making a meaningful impact by creating sustainable housing solutions that uplift communities and promote social well-being. Duties The Regional Director will work directly with SCAP's Executive Director to: Identify properties, land and opportunities for affordable housing development, acquisition, rehabilitation, preservation and resale or rental. Build and maintain a pipeline of potential housing projects throughout the region. Research and pursue grants, loans and other affordable housing and community development funding. Develop relationships with banks and other financial institutions, foundations, employers and philanthropic partners. Work with county commissioners, county managers, municipalities, planners and community development officials to identify local housing opportunities and resources. Explore county-owned, municipal, tax-foreclosed, surplus and donated properties that may be suitable for affordable housing. Seek financial and in-kind support from local governments and community partners. Assist with grant applications, funding proposals, project concepts and financing packages. Help connect affordable housing development with SCAP's Housing Counseling, Homebuyer Education, Community Partners Loan Pool, FSS, STARS Self-Sufficiency and housing rehabilitation programs. Develop partnerships with lenders, Realtors, contractors, employers and other organizations involved in housing and community development. Help move housing projects from idea → funding → development → completed affordable housing. Who We're Looking For We are especially interested in candidates with experience or education in areas such as: Affordable housing, Community development Urban or regional planning Economic development Real estate Banking/community development finance Grant development Public administration Nonprofit management Housing counseling/homeownership You do not have to come to us as a seasoned affordable housing developer. We welcome candidates at different stages of their careers. You might be a recent graduate in planning, public administration, community development, business or a related field who is ready to put your education and ideas to work. Or you might be an experienced professional who has spent years in housing, banking, real estate, local government, planning, economic development, nonprofit leadership or a related field and is now looking for a meaningful part-time opportunity where your knowledge, relationships and experience can make a difference. What matters most is that you can build relationships, find opportunities, connect resources, communicate effectively, manage projects and take initiative. A bachelor's degree in a related field is preferred; however, relevant professional experience may be considered in lieu of specific educational credentials. Join us as a Regional Director of Affordable Housing & Community Development if you are driven by purpose-driven leadership that transforms lives through innovative housing solutions! Your expertise will help shape resilient communities where everyone has access to safe shelter and supportive services—making a lasting difference every day!
