Job Description

THE POSITION
The City of Jourdanton is seeking a highly qualified, experienced, and service-oriented professional to serve as its next City Manager. The City Manager serves as the chief administrative officer of the City and is responsible to the City Council for the effective administration and day-to-day operations of the City. The City Manager provides leadership and direction to City departments and employees; implements City Council policies and directives; oversees the City's financial, personnel, and administrative operations; and provides professional advice and recommendations regarding the City's current operations and future needs.
ESSENTIAL RESPONSIBILITIES
The City Manager performs the duties established by the City's Code of Ordinances and applicable law and, under the direction of the City Council, is responsible for the overall administration and operation of the City.
Essential responsibilities include:
Plan, direct, coordinate, and supervise City departments, programs, services, personnel, and operations; Implement City Council policies, ordinances, resolutions, goals, and directives and promote compliance with applicable federal, state, and local laws; Develop and recommend short- and long-range organizational goals, priorities, and strategic initiatives and evaluate City programs and services for efficiency and effectiveness; Keep the City Council informed regarding City operations, financial condition, future needs, and other matters necessary for informed policy decisions; Prepare and submit the City's proposed annual budget, administer the adopted budget, monitor revenues and expenditures, and promote responsible fiscal management and long-range financial planning; Serve as the City's chief personnel officer; provide leadership to department heads and supervisors; and oversee personnel administration, recruitment, employee relations, performance management, discipline, professional development, and workforce planning; Make recommendations to the City Council concerning the appointment and removal of department heads and exercise personnel authority over subordinate employees as provided by the City's Code of Ordinances, the City's personnel policies and procedures; Oversee City contracts, purchasing, and procurement and promote compliance with applicable legal, policy, and budgetary requirements; Attend City Council meetings and provide professional information, analysis, and recommendations to assist the Council in its decision-making; Represent the City and maintain productive relationships with residents, businesses, community organizations, developers, consultants, and local, regional, state, and federal governmental entities; Assist in planning and implementing capital improvements, infrastructure projects, economic and community development initiatives, and other City priorities; Maintain a visible and accessible presence in the community and promote professional, responsive, and customer-focused municipal services; and Perform other duties prescribed by ordinance or resolution or as directed by the City Council.
