PART-TIME ZONING ADMINISTRATOR / E911 COORDINATOR
The Town of Highgate is seeking a reliable, organized, and community-minded individual to serve as its Part-Time Zoning Administrator / E911 Coordinator. The Zoning Administrator is responsible for the fair, impartial, consistent, and accurate administration of the Town's Development and Subdivision Regulations and serves as a primary resource for residents and applicants regarding land use and development matters. Key responsibilities include Permit Management, including processing applications and permits; Public Assistance, including responding to zoning inquiries and assisting applicants in understanding regulations and procedures; Board Support, including providing administrative support to the Development Review Board and Planning Commission; Meeting Compliance, including coordinating required hearing and meeting information with the Town Clerk; Enforcement & Compliance, including inspections and follow-up on potential violations; GIS & Records, including maintaining zoning records and using the Town's GIS system for mapping and property research; and E911 & Other Municipal Duties, including addressing and mapping responsibilities. The position requires strong organizational and communication skills, attention to detail, sound judgment, and the ability to work independently while providing professional and impartial service to the public. Experience with Vermont municipal government, zoning, permitting, GIS, or E911 is helpful. A comprehensive list of duties and responsibilities is available in the full job description. This is a part time position, working 23 hours per week, with a starting rate of $24-$28 per hour, depending on qualifications and experience. JOB SUMMARY
The Zoning Administrator (ZA), serving as the Town's Administrative Officer pursuant to 24 V.S.A. § 4448, is responsible for the fair, impartial, consistent, and accurate administration and enforcement of the Town's Development and Subdivision Regulations. The ZA serves as the primary contact for zoning and development matters and provides administrative support to the Development Review Board (DRB).
KEY JOB DUTIES
Permit Management:
Receive, review, and process zoning and development applications; determine completeness and compliance; issue permits and approvals within the authority of the position; maintain application and permit records; and conduct reasonable inspections as authorized by law.
Public Assistance:
Respond to zoning and development inquiries; assist applicants and property owners in understanding applicable regulations, procedures, and requirements; research statutes, regulations, and property information; and refer matters outside the ZA's authority to the appropriate municipal body, official, or professional.
Board Support:
Provide administrative support to the DRB and Planning Commission as needed, including coordinating applications, hearing materials, notices, records, staff reports, findings, and other administrative documents. The ZA does not make decisions reserved to the DRB, Planning Commission, or Selectboard.
Meeting Compliance:
Coordinate with the Town Clerk by providing hearing and meeting information, notices, and required materials for public warning and minute-taking; assist with compliance with applicable Open Meeting Law requirements.
Enforcement & Compliance:
Administer and enforce the Town's Development Regulations and subdivision regulations; investigate and document potential violations; communicate with property owners regarding compliance; and follow up on enforcement matters as authorized by law.
GIS & Record Keeping:
Use the Town's GIS and mapping systems to create maps, review property information, and research land use and development matters. Maintain accurate and organized zoning records, permits, decisions, inspections, violations, correspondence, and other required records. E911 &
Other Duties:
Serve as the Town's E911 Coordinator and perform related addressing and mapping responsibilities. Coordinate with the Town Administrator, Town Clerk, Selectboard, Planning Commission, DRB, Town Attorney, and State or regional agencies as necessary, and perform other duties reasonably necessary to administer the Town's land use regulations.
KNOWLEDGE, SKILLS & ABILITIES
Ability to understand and consistently apply zoning and subdivision regulations; knowledge of, or ability to learn, Vermont municipal land use law; strong organizational and communication skills; attention to detail; ability to work independently, manage deadlines, maintain accurate records, and exercise sound judgment; ability to use or learn municipal permitting, GIS, mapping, and records systems; and ability to work professionally and impartially with applicants, property owners, municipal officials, and the public. GENERAL The Zoning Administrator is appointed by the Selectboard for a three-year term in accordance with 24 V.S.A. § 4448 and the Town of Highgate Development Regulations. The ZA shall perform the duties of the position fairly, impartially, and in accordance with State law, Town regulations, and applicable Town policies and procedures.
