Job Description

MAJOR FUNCTIONS AND PURPOSE
The Family Self-Sufficiency (FSS) & Housing Programs Coordinator is responsible for administering and coordinating the Housing Authority of Island County's Family Self-Sufficiency Program, Housing Choice Voucher (HCV) Homeownership Program, Marjie's House Shelter and Transitional Housing programs, and other assigned housing stability and self-sufficiency initiatives. The position provides participant support and intensive case management while ensuring programs are administered in accordance with HUD requirements, grant and funding requirements, and Housing Authority policies. Responsibilities include program eligibility and enrollment, individualized goal planning, participant coaching, supportive-service coordination, program compliance and reporting, community partnerships, and development of resources that promote economic self-sufficiency, homeownership, and long-term housing stability.
SUPERVISION RECEIVED
Works under the general direction of the Executive Director and independently administers assigned programs within established regulations, policies, funding requirements, and organizational objectives.
SUPERVISION EXERCISED
This position does not routinely supervise Housing Authority employees but may provide program direction and coordination to employees and community partners supporting assigned programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES FAMILY SELF-SUFFICIENCY PROGRAM
Administer the FSS Program in accordance with HUD requirements, the approved FSS Action Plan, and Housing Authority policies and procedures. Recruit, orient, assess, enroll, and retain eligible FSS participants. Develop, monitor, and update participant Contracts of Participation and Individual Training and Services Plans (ITSPs), establishing measurable goals toward economic self-sufficiency. Provide ongoing coaching, case management, resource navigation, and support to help participants successfully achieve program goals. Monitor participant progress and determine or recommend contract modifications, extensions, graduation, termination, and other appropriate program actions. Coordinate with Housing Choice Voucher staff regarding participant eligibility, income changes, rent calculations, and FSS escrow accounts, including interim and final disbursements. Coordinate and support the FSS Program Coordinating Committee and identify resources and partnerships that support participant success.
HCV HOMEOWNERSHIP PROGRAM
Administer and coordinate the HCV Homeownership Program in accordance with HUD requirements and Housing Authority policies. Manage the Homeownership waitlist and participant pipeline, including outreach, orientation, eligibility determination, readiness assessment, and participant communication. Provide individualized homeownership-readiness support and assist participants in addressing barriers related to credit, debt, savings, income, financing, education, and other factors affecting successful homeownership. Connect participants with homebuyer education, housing counseling, financial coaching, lenders, down-payment assistance, real estate professionals, and other appropriate resources. Develop and maintain partnerships that expand homeownership opportunities and identify new resources and programs that reduce barriers for HCV participants. Support participants throughout the home-purchase process and coordinate with Housing Authority staff, lenders, counselors, real estate professionals, and other partners. Provide ongoing support to current HCV Homeownership participants following purchase to promote successful and sustainable homeownership.
MARJIE'S HOUSE SHELTER & TRANSITIONAL HOUSING
Administer and coordinate Marjie's House Shelter and Transitional Housing programs in accordance with Housing Authority policies, funding requirements, contracts, and applicable program requirements. Coordinate participant referrals, screening, eligibility, intake, orientation, occupancy, program participation, transition, and exits. Monitor individualized Housing Stability and Services Plans to help participants successfully meet program goals and transition to permanent housing. Coordinate services with community partners, case managers, housing providers, landlords, government agencies, and other service organizations. Monitor participant progress and compliance with program requirements and address concerns through case planning, problem solving, conflict resolution, and appropriate intervention. Monitor occupancy, length of stay, program participation, exits, and housing outcomes. Assist with the development and review of Marjie's House policies, procedures, participant agreements, and program materials.
HOME TBRA & OTHER HOUSING STABILITY PROGRAMS
Administer or support HOME Tenant-Based Rental Assistance and other assigned housing stability programs. Determine or assist with participant eligibility, certifications, and develop Housing Stability and Services Plans as applicable.
PROGRAM ADMINISTRATION & COMMUNITY PARTNERSHIPS
The following responsibilities apply across assigned programs: Interpret and apply HUD regulations, grant and funding requirements, contracts, and Housing Authority policies and procedures. Develop and maintain effective partnerships with social-service providers, employers, educational institutions, financial institutions, housing providers, government agencies, and other community resources. Connect participants with services and resources that support economic self-sufficiency, homeownership, housing stability, and successful program participation. Maintain accurate, complete, confidential, and audit-ready participant and program records. Monitor program compliance, performance, participant outcomes, and required documentation and recommend program or process improvements when needed. Prepare required reports for HUD, funding agencies, the Executive Director, Board of Commissioners, Program Coordinating Committee, and other authorized parties. Assist with grant applications and renewals, monitoring, audits, inspections, program evaluation, and program development. Perform other related duties and special projects as assigned by the Executive Director.
MINIMUM QUALIFICATIONS
Bachelor's degree in social work, human services, public administration, sociology, psychology, or a related field and two years of progressively responsible experience in housing, social services, case management, homelessness services, or a related field;
PREFERRED QUALIFICATIONS
Licensed Social Worker (LSW) or other applicable professional social work licensure; or extensive professional experience providing intensive case management to individuals and families with complex needs. Experience with HUD-assisted housing, Family Self-Sufficiency, Housing Choice Voucher Homeownership, homelessness programs, affordable housing, or other federally funded housing or supportive-service programs.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of intensive case management, participant coaching, goal planning, housing stability, and community resources. Ability to understand, interpret, implement, and explain complex program regulations, policies, and procedures. Knowledge of or ability to learn FSS, Housing Choice Voucher, HCV Homeownership, HOME, and related HUD program requirements. Knowledge of homeownership readiness, including budgeting, credit, savings, financing, and homebuyer education. Ability to independently administer multiple programs, manage a participant caseload, prioritize competing responsibilities, and meet deadlines. Strong interpersonal, written, verbal, problem-solving, and conflict-resolution skills. Ability to develop effective partnerships and work respectfully with individuals and families from diverse backgrounds. Ability to exercise independent judgment while recognizing matters requiring consultation with or escalation to the Executive Director. Ability to maintain accurate, organized, confidential, and audit-ready records. Proficiency with standard computer applications, databases, and electronic case-management systems.
LICENSES AND OTHER REQUIREMENTS
Possess or obtain and maintain a valid Washington State driver's license. Ability to travel throughout Island County and occasionally work outside regular business hours for program meetings, activities, or urgent program needs.
