Position Description Director of Public Works Department Public Works Employment Status Regular Full-Time, Exempt Reports To City Administrator Salary Range $95,000 - $110,000 Supervises 8 full-time employees; 3 seasonal parks employees FLSA Status Exempt Effective Date ________________ Classification ________________ Position Summary The Director of Public Works is the senior municipal official responsible for the planning, administration, coordination, operation, and maintenance of the City of Amery's public works and utility infrastructure. The Director provides leadership and oversight for public works, the water and wastewater utilities, streets, sidewalks, trails, stormwater systems, parks, the cemetery, forestry, City buildings and grounds, grounds maintenance at the Amery Municipal Airport, equipment, and related municipal facilities. The Director is responsible for the delivery of these services; supervision and development of department personnel; capital and operational planning; budget development and administration; regulatory compliance; contractor and project oversight; asset management; grant administration; and emergency response. The Director works closely with the City Administrator, Common Council, City committees, other City departments, employees, contractors, engineers, developers, governmental agencies, and residents. Attendance at Council, committee, and special meetings is required as assigned. Amery is a community of approximately 2,950 residents. The Director is a working department head who is in the field regularly and who personally performs administrative work that a larger municipality would assign to support staff. Essential Duties and Responsibilities Department Administration and Leadership Plan, organize, direct, and coordinate the daily operations of the public works and utility departments. Establish work assignments, schedules, priorities, and performance expectations for assigned personnel. Supervise, train, coach, evaluate, and develop department employees, including seasonal staff. Administer personnel matters including timecards, leave approvals, performance evaluations, disciplinary action, hiring recommendations, and promotions in accordance with the City Personnel Manual. Submit bi-weekly payroll for employees under the Director's supervision. Promote accountability, safety, teamwork, professionalism, and customer service. Develop and implement departmental policies, procedures, and operational standards. Report personnel matters and significant operational issues to the City Administrator. Maintain working relationships with City officials, employees, contractors, vendors, residents, property owners, and governmental agencies. Streets, Roads, and Stormwater Direct the construction, maintenance, repair, and improvement of City streets, sidewalks, trails, curb and gutter, crosswalks, street signs, pavement markings, and rights-of-way. Oversee snow and ice removal, salting, street sweeping, and other seasonal roadway operations. Inspect City streets and rights-of-way and ensure necessary repairs are identified and completed promptly. Oversee maintenance and repair of storm sewers, drainage ditches, manholes, and related stormwater infrastructure. Complete required Wisconsin Information System for Local Roads (WISLR) reporting and maintain road records. Plan and coordinate street and infrastructure improvement projects. Oversee contractors performing road, stormwater, and infrastructure work. Purchase and maintain materials, supplies, equipment, and inventory for street operations. Water Utility Direct the operation, maintenance, repair, and improvement of the City's water system. Oversee water mains, hydrants, valves, pumps, wells, water towers, meters, and related facilities. Serve as, or supervise, the certified operator-in-charge for the water utility. Supervise water system personnel and ensure appropriate staffing and work assignments. Oversee routine water meter inspection and replacement of defective or outdated equipment. Monitor water system operations and ensure compliance with City, State, and Federal requirements, including Safe Drinking Water Act sampling and reporting schedules. Maintain required records and submit reports to regulatory authorities. Wastewater Utility Direct the operation, maintenance, repair, and improvement of the sanitary sewer system and wastewater treatment facilities. Oversee sanitary sewers, manholes, lift stations, treatment facilities, pumping equipment, and related infrastructure. Serve as, or supervise, the certified operator-in-charge for the wastewater utility. Supervise wastewater personnel and establish work assignments. Oversee required testing, monitoring, recordkeeping, and regulatory reporting, including WPDES permit compliance and sanitary sewer overflow reporting. Respond to operational issues, emergencies, and unusual conditions affecting wastewater services. Parks, Cemetery, Forestry, Buildings, and Grounds Oversee maintenance, repair, improvement, and development of City parks and recreational facilities. Supervise maintenance of park equipment, grounds, shelters, restrooms, athletic fields, playgrounds, tennis courts, pickleball courts, and related facilities. Hire, schedule, and supervise seasonal parks staff. Direct maintenance and repair of City-owned buildings, facilities, grounds, and associated infrastructure. Oversee maintenance, improvements, and repairs at the City cemetery, and coordinate interment-related site work. Coordinate forestry and related municipal property maintenance activities, including tree inspection, removal, and replacement. Establish preventative maintenance schedules for buildings, facilities, equipment, tools, and machinery. Coordinate park use with recreational user groups and City-sponsored events. Amery Municipal Airport Perform and direct general grounds and pavement maintenance at the Amery Municipal Airport, including mowing, snow removal on runway, taxiway, and apron surfaces, crack sealing, and maintenance of airfield lighting and signage. Coordinate maintenance scheduling and field condition reporting with the contracted airport manager and the Wisconsin Bureau of Aeronautics. Capital Projects, Construction, and Contractors Plan, coordinate, and oversee public works and utility construction and improvement projects. Develop and maintain the multi-year Capital Improvement Plan for assigned infrastructure and equipment, including condition assessment, project sequencing, and cost estimating. Review plans, specifications, bids, contracts, and construction documents. Review engineering and architectural plans and make recommendations regarding proposed projects. Coordinate with consulting engineers, architects, contractors, developers, and governmental agencies. Monitor contractor performance, project schedules, costs, specifications, and compliance requirements. Review completed projects prior to City acceptance. Investigate unusual or difficult project conditions and coordinate solutions. Participate in the coordination of public improvement projects involving State and Federal agencies. Work with developers and builders regarding infrastructure requirements and development-related public works matters. Budget, Purchasing, and Financial Administration Prepare and administer annual operating budgets for public works, water, wastewater, parks, cemetery, building maintenance, and other assigned areas. Develop departmental budget recommendations and identify resource and financing needs. Recommend utility rate adjustments in coordination with the Clerk-Treasurer and the City's rate consultant. Monitor expenditures and maintain fiscal accountability within approved budgets. Review, code, and approve departmental invoices. Prepare purchasing specifications, bid documents, and contract recommendations consistent with Wis. Stat. sec. 62.15 and City purchasing policy. Oversee departmental purchasing and maintain adequate inventories of materials and supplies. Recommend equipment repair, replacement, and capital purchases during the annual budget process. Coordinate with the Clerk-Treasurer on asset inventories, acquisition, control, and financial records, including Public Service Commission reporting requirements. Grants, Loans, and Regulatory Compliance Identify potential grants, municipal loans, and other funding sources. Assist with preparation and submission of grant applications. Administer State and Federal grant projects in compliance with WisDOT, WDNR, and Federal requirements, including LRIP, TAP, and Safe Drinking Water Loan Program work. Monitor grant-funded projects and ensure compliance with grant conditions. Prepare required grant narratives, reports, documentation, and supporting records. Maintain compliance with City, State, and Federal laws, regulations, permits, and reporting requirements. Represent the City with regulatory and governmental agencies on public works and utility matters. Records, Reporting, and Technology Maintain accurate manual and electronic records for departmental programs, projects, assets, equipment, and operations. Prepare monthly, quarterly, annual, and other reports as required. Oversee and maintain the City's public works GIS mapping database. Use applicable computer systems, software, and municipal management tools. Maintain documentation for regulatory, financial, personnel, operational, and capital project purposes. Safety and Emergency Response Establish and maintain safe work practices throughout the department. Ensure employees receive required safety training and have appropriate safety materials, equipment, and procedures, including confined space entry, trenching and shoring, and traffic control. Oversee applicable CDL drug and alcohol program requirements and employment screening. Respond to emergency situations involving streets, water, wastewater, stormwater, facilities, equipment, or other public works operations, at any hour. Participate in the department on-call rotation. Coordinate emergency response and communicate significant incidents to the City Administrator and other appropriate officials. Public and Intergovernmental Relations Respond professionally and promptly to public complaints and inquiries concerning streets, water, sewer, stormwater, parks, buildings, and other public works services. Investigate complaints and coordinate corrective action, including difficult conversations regarding drainage, driveway approaches, snow removal, and special assessments. Communicate technical information clearly to City officials, employees, residents, contractors, consultants, and governmental agencies. Represent the City at meetings and with outside agencies regarding public works and utility matters. Attend Common Council meetings and assigned committee and special meetings. General Responsibilities Prepare reports, analyses, recommendations, and presentations regarding public works projects and operations. Perform special projects and other duties assigned by the City Administrator. Perform other related duties necessary to accomplish the goals and objectives of the City. Special Requirements and Certifications Wisconsin Department of Natural Resources Grade 1 Water certification. Certification at the time of hire is strongly preferred. If not held at hire, it must be obtained and maintained within one year of employment. Wisconsin Department of Natural Resources Advanced Wastewater certification. Certification at the time of hire is strongly preferred. If not held at hire, it must be obtained and maintained within two years of employment. Wisconsin Class B Commercial Driver's License at hire or within one year of employment, maintained thereafter. Valid Wisconsin driver's license and proof of insurability. Successful completion of drug screening, criminal background check, driving record review, and pre-employment physical. Knowledge, Skills, and Abilities Knowledge of municipal operations, ordinances, resolutions, regulations, policies, and procedures. Extensive knowledge of public works operations, infrastructure, construction, maintenance, and utility systems. Knowledge of the principles, practices, equipment, materials, and methods used in street, sewer, water, stormwater, and municipal facility operations. Ability to plan, organize, direct, and coordinate multiple departmental programs and activities. Ability to develop and implement short-term and long-term operational and capital improvement plans. Knowledge of municipal budgeting, utility accounting, financial recordkeeping, purchasing, and fiscal administration. Personnel management, leadership, coaching, and conflict-resolution skills. Ability to establish accountability while maintaining a professional work environment. Ability to read and interpret engineering plans, specifications, construction documents, contracts, bids, and regulatory requirements. Ability to monitor and manage contractors and consultants. Ability to communicate effectively, orally and in writing, with employees, elected officials, engineers, contractors, vendors, residents, and governmental representatives. Organizational and recordkeeping skills sufficient to perform administrative work without dedicated support staff. Proficiency with computers and applicable software. Knowledge of WISLR and municipal GIS systems is preferred. Knowledge of grants and municipal financing, with the ability to identify and pursue funding sources. Ability to exercise sound judgment, work independently, maintain confidentiality, and make timely operational decisions. Minimum Qualifications High school diploma or equivalent required. Bachelor's degree in public works, civil engineering, civil engineering technology, environmental science, construction management, public administration, or a related field preferred. Minimum of five (5) years of progressively responsible experience in public works or municipal utility operations, management, and administration. Minimum of three (3) years of supervisory experience, including responsibility for personnel, contractors, and departmental operations. Demonstrated experience in public works operations, infrastructure, construction management, and contract administration. Demonstrated ability to manage personnel, budgets, contractors, projects, and regulatory requirements. Wisconsin Professional Engineer license, or eligibility for licensure by comity or examination, is preferred but not required. Equivalent combinations of education, training, certifications, and experience may be considered as determined by the City. Operate, maneuver, and steer municipal equipment and vehicles requiring continuous adjustment and control. Work in office, shop, and outdoor settings in varying Wisconsin weather conditions. Conditions of Employment This position is a regular, full-time, exempt position subject to the terms and conditions of the City of Amery Personnel Manual and applicable City policies. The normal work week is 40 hours. Work hours may fluctuate and may exceed 40 hours per week due to emergencies, weather events, special projects, meetings, or other City needs. The position is subject to emergency call-out at any hour and participates in the department on-call rotation. There is no residency requirement. A reasonable response time for emergency call-out is expected.
