Temporary Continuous recruitment until position is filled. Duties and Responsibilities 1.
- Leads the day-to-day administrative and operational activities of the Center for Ocean Policy, implementing systems, workflows, operating procedures, and organizational infrastructure. 2.
- Develops administrative policies, templates, tracking systems, and standard operating procedures that improve organizational effectiveness, accountability, and continuity. 3.
- Provides strategic administrative support to Co-Directors through research, analysis, executive briefings, decision-support materials, and coordination of high-priority Center initiatives. 4.
- Serves as the principal administrative liaison among the Department of Oceanography, William S. Richardson School of Law, University offices, faculty, students, and external stakeholders. 5.
- Coordinates administrative implementation of the center's interdisciplinary educational program, including student placements, clinics, capstones, experiential learning opportunities, field activities, and related activities. 6.
- Supports recruitment, selection, and appointment of Oceanography Graduate Student Fellows and Law JD Fellows. 7.
- Supports faculty-led research, outreach, policy, and community engagement activities. 8.
- Oversees fiscal administration of Center budgets, University and Foundation accounts, procurement, purchasing, contracts, travel, reimbursements, and operational expenditures. 9.
- Monitors and analyzes financial activity, preparing budget projections and reports, and advises the Co-Directors regarding budget status, spending trends, and projected resource needs. 10.
- Coordinates acquisition and management of equipment, software, communications infrastructure, office resources, and operational support services. 11.
- Coordinates planning and implementation of seminars, workshops, conferences, symposia, public engagement activities, and invited speaker programs. 12.
- Develops and maintains the Center's website, communications materials, newsletters, annual reports, presentations, and public information resources. 13.
- Coordinates timely preparation and submission of annual programmatic and fiscal reports, donor reports, continuation-funding documentation, and other required organizational reporting. 14.
- Coordinates administrative relationships with governmental agencies, nonprofit organizations, Indigenous communities, partner institutions, professional organizations, donors, and other external stakeholders. 15.
- Supports development and administration of partnership agreements, memoranda of understanding, briefing materials, and organizational communications. 16.
- Develops and maintains administrative performance measures, tracking systems, dashboards, and organizational assessment processes supporting continuous improvement. 17.
- Evaluates and implements administrative technologies, digital workflows, and operational innovations that improve organizational effectiveness and service delivery. 18.
- Conducts research, environmental scans, administrative analyses, and special projects supporting Center planning, program development, and emerging ocean-policy opportunities. 19. Other duties as assigned.
- Denotes Essential Function Minimum Qualifications 1.
Possession of a baccalaureate degree in public administration, business administration, education, public policy, marine science, environmental science, law or any related field and four (4) years of progressively responsible professional experience with responsibilities for program administration, project management, and/or organizational development; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. 2. Considerable working knowledge of principles, practices and techniques in the area of administrative and fiscal management, organizational development, and/or interdisciplinary program administration, as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. 3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with higher education and business administration, fiscal management, procurement, human resources, research support, and/or externally funded programs. 4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. 5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. 6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. 7. Demonstrated ability to operate a personal computer, apply word processing software, and [if applicable, add additional software]. 8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Desirable Qualifications 1. Master's degree in public administration, business administration, education, public policy, marine science, environmental science, law or any related field. 2. Experience supporting the establishment, growth, or organizational development of a new academic, research, or public-service program, center, or institute. 3. Progressively responsible experience administering complex programs involving multiple academic units, governmental agencies, nonprofit organizations, community partners, or international organizations. 4. Experience with higher education or research administration, including fiscal management, personnel coordination, procurement, travel, and development of administrative procedures. 5. Experience supporting strategic planning, organizational assessment, performance measurement, executive reporting, or continuous-improvement initiatives. 6. Experience administering graduate or professional student fellowships, experiential-learning programs, clinics, capstones, certificate programs, or related student initiatives. 7. Experience coordinating conferences, seminars, invited speakers, public programs, communications, websites, or external-engagement activities. 8. Knowledge of or professional experience related to ocean science, marine policy, environmental law, fisheries, coastal resilience, maritime governance, or Pacific Island issues. 9. Experience interpreting and implementing complex laws, regulations, policies, or compliance requirements in governmental, academic, research, or similarly regulated environments. 10. Experience with University of Hawaii fiscal, human resources, procurement, travel, student, research, or Foundation systems.
