4069037INTRODUCTION:
This position is responsible for managing the entire USDA Food Distribution program for Siletz and other qualifying Indians in the greater Willamette Valley area. As department director, supervises, directs and evaluates the activities of the Food Distribution team, consisting of one clerk, one or more trainees, and community service workers. This position also coordinates nutrition education provided by Community Health Representatives and Advocates and other services provided by volunteers. Food distribution and related nutrition education are provided to improve the physical well being of Native Americans when other resources are not available.DUTIES:
Office:
Plans, develops, conducts, and evaluates a food distribution program based on projecting number of clients and needs. Prepares or reviews, and selects culturally appropriate informational materials for dissemination to clients, tribal newsletters, and other groups or consumers. Encourages individuals to assume personal responsibility for improving their health and gives practical assistance in accomplishing their goals. Prepares oral or written reports to summarize activities and progress at regular intervals, or for periodic and special reports. Certify low income household by determination of income, household size, and residency. Data entry into the USDA computer system. Preparation of monthly inventory reports and maintenance of computer system reports. Review on an ongoing basis client files, client data by county, income, household size. Maintain daily, weekly and monthly records for freezer temperatures, inventory, etc. Maintain adequate filing procedures to maintain case files. Order and accept monthly food & fresh produce orders. Conduct periodic program reviews.Administrative:
Plan work to be accomplished by subordinates. Set priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, difficulty and the requirements of the assignments, and the capabilities of employees. Gives advice, counsel, or instruction to individual employees on both work and administrative matters. Directs activities to assure responsiveness to client and program needs. Performs other duties as necessary and as requested by the Programs Director in areas of his/her expertise.Warehouse:
Stack and move heavy boxes of commodities in both the Siletz and Salem warehouses as needed. Assist in loading and unloading delivery and refrigerated truck by hand and by operating Forklift as needed. Pest and rodent control.SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the Tribes policies and applicable laws. Responsibilities include interviewing, recommendation for hiring and dismissing employees, training employee, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems. Duties also include establishing budgets, staying within budgets, cuff accounts, budget reconciliations, program priority, program audits, staffing issues, program compliance issues, and training RequirementsREQUIREMENTS
Associate's degree and one year experience managing inventory, budgeting, purchasing, scheduling, and computer databases, - OR - an equivalent combination of education and/or experience.Knowledge of:
Sanitation principles, practices, and procedures as applied in warehousing, transporting, and distributing food. Basic computer databases used in purchasing and inventory management. US Department of Agriculture Federal Regulations, eligibility criteria specific to tribal programs. Case management, release of information, and program review process. Computer skills are required, with specific knowledge of USDA Database. Other Tribal, State, or Federal programs to assist low-income families. Statistics to assess distribution workload and establish quality controls Ability to: Communicate effectively using both verbal and written skills. Obtain forklift operator's certificate within 6-months. Lift and move objects weighing up to 60 pounds several hours per day. Interpret and follow Federal regulations that govern the USDA food distribution programs, SNAP, and related entitlement programs. Establish and maintain positive relations with USDA staff, other program staff, and the clients who apply for commodities. Work with a wide variety of people, and good oral and written communication skills, using tact and diplomacy. Monitor activities identifies and analyzes problems and proposes and implements improvements.Other:
