Incumbents in this position are responsible for inspecting City rights-of-way for hazards to vehicular traffic and pedestrians as well as excavation/construction projects for compliance with City ordinances and specifications.
Essential Functions and Responsibilities:
- Inspects and investigates all Street Permits including: Blocking, Excavation, Sewer Lateral, Sidewalk, Driveway, Over-dimensional, Cafe, Loading Zone, Special Event; to ensure compliance with the laws and ordinances regarding the City's right of way.
- Maintains accurate records, field notes and files, including downloading from electronic equipment used in the field.
- Verifies and ensures that contractors adhere to construction methods, equipment, standards, workmanship, quantity and quality of materials meet plans and specifications.
- Reports deviations from plans and specifications professionally both verbally and in writing.
- Performs emergency rerouting of traffic to ensure safety of motorists and pedestrians; calls for barricades and closures as needed.
- Establishes and maintains an effective and cooperative working relationship with coworkers through knowledge of work, personal and professional conduct, and good judgment.
- Applies knowledge of materials, methods, equipment, tools, practices and procedures used in construction, including streets, gutters, sidewalks, drainage, etc.
- Coordinates School Crossing Guard program including interviews; recommends for hiring, field checks and discipline/discharges.
- Inspects ADA ramps, sidewalks and driveway areas requiring repair.
- Coordinates with contractors/utilities to troubleshoot any issues in the City's Right-of-Way.
- Respond and act on all Right-of-Way complaints received.
- Performs letter writing, report writing, and preparing information materials.
- Uses an electronic tablet to complete inspections and to take pictures to maintain electronic record.
- May assist in the snow and ice removal program.
Knowledge, Skills, and Abilities:
Data Utilization:
Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
Human Interaction:
Requires the ability to provide guidance, assistance and/or interpretation to others, such as contractors, crossing guards, other city departments and the public, on how to apply policies, procedures and standards to specific situations.
Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, measuring wheel, two-way radio, level, transit, tape measure, calculator, typewriter, telephone, fax machine and/or materials used in performing essential functions.
Verbal Aptitude:
Requires the ability to utilize a variety of advisory data and information such as billing statements, blueprints, construction specifications, bids, inspection forms/reports, public notices, right-of-way permits, photos, maps, street guides, assessor records, city codes, ordinances, procedures, guidelines and non-routine correspondence.
Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; calculate surface area and volume; perform mathematical operations involving basic algebra and geometry.
Functional Reasoning:
Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective.
Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
Environmental Factors:
Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, electric currents, traffic hazards.
Physical Requirements:
Requires the ability to lift objects such as transit, barricades, manhole covers and others weighing up to fifty (50) pounds. Requires the ability to stoop, walk, balance, climb, bend and twist to perform site inspections and operating required equipment.
Sensory Requirements:
Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds and odors associated with job-related objects, materials and tasks to distinguish objects clearly, communicate with others and detect gas leaks.
Qualifications
Two years of utility and street construction experience; OR successful completion of a recognized two-year training program in construction technology. OR an equivalent combination of education, training, and experience.
License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver's license will be considered for this position.

Veterans Preference Points

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.
