Your impact We are seeking a Midwest Traffic Signal and Operations Lead to advance our traffic engineering, signal systems, and traffic operations practice in the Midwest Region. In this leadership role, you will bring deep technical expertise, strong relationships with public-sector clients, and a business development mindset to expand our work with transportation agencies throughout the Midwest Region. A key focus will be strengthening our relationships with the Chicago Department of Transportation, Cook County, IDOT, and other local and regional transportation agencies, while identifying opportunities to expand our capabilities, client base, and market presence across the region. You'll work closely with Operations Leadership, Market Growth Director, Client Services Leaders (CSLs), Sales Team, and technical leaders to develop and execute a regional growth strategy for traffic signal design, traffic operations, and related transportation engineering services. You will take a proactive role in identifying upcoming opportunities, understanding client needs prior to procurement, developing account and pursuit strategies, and positioning Jacobs to win traffic engineering services. This includes strengthening trusted client relationships, identifying new opportunities, shaping pursuit and teaming strategies, supporting capture planning, and building the Midwest traffic engineering team to support current delivery needs and future growth. A significant component of this role will be supporting and leading engineering and design work, particularly traffic signal, traffic operations, ITS, and roadway improvement assignments. You will connect Jacobs' technical capabilities with client needs and identify opportunities to expand existing relationships into broader programs and long-term partnerships. As a senior Seller/Doer, you'll maintain a strong presence in the transportation market and serve as a trusted advisor to clients and industry partners. You'll leverage your understanding of local and regional agencies, their programs, procurement environments, capital plans, and future needs to identify opportunities early and shape Jacobs' positioning before procurements reach the market. You'll also connect national solution leaders, the Midwest sales team, CSLs, operations leaders, project managers, and technical teams to align client strategy, technical capabilities, and pursuit priorities across the region. In this role, you will: Lead and support complex traffic engineering and design assignments, with an emphasis on traffic signals, traffic operations, ITS, and roadway improvements. Provide senior client relationships to our sales account teams for CDOT, Cook County, IDOT, and other local and regional transportation agencies. Proactively work with CSLs and Market Growth leadership to develop client-specific strategies and identify traffic engineering opportunities well in advance of procurement. Develop trusted relationships with existing and prospective clients and maintain a strong understanding of their priorities, capital programs, funding, procurement plans, and upcoming opportunities. Develop and execute strategies to position Jacobs to win traffic engineering, traffic signal, and traffic operations work throughout the Midwest Region. Lead or support early positioning, capture planning, competitive assessments, teaming strategy, proposal development, interviews, and negotiations for strategic pursuits. Identify gaps in Jacobs' client positioning, relationships, qualifications, team composition, or technical capabilities and work with leadership to address them ahead of key pursuits. Develop and execute a Midwest Region strategy for growing Jacobs' traffic signal and traffic operations business. Build, grow, and strengthen the Midwest traffic engineering team, including identifying staffing and capability needs, recruiting key talent, mentoring staff, and aligning the team with current and future market opportunities. Collaborate with operations and technical leadership to build the right mix of skills, experience, and capacity to support regional growth and successful project delivery. Identify new clients, programs, projects, and markets where Jacobs can expand its traffic engineering and traffic operations capabilities in the Midwest Region. Partner with CSLs, sales, operations, and technical leadership to develop account strategies, pursuit priorities, and client engagement plans. Provide technical leadership and oversight for traffic signal design, traffic operations, ITS, traffic studies, safety improvements, and related traffic engineering services. Connect local market opportunities with Jacobs' broader regional and national transportation capabilities. Mentor and develop traffic engineers, project managers, and emerging technical leaders. Support successful project delivery while identifying opportunities to expand existing assignments and client relationships. Here's what you'll need Bachelor's degree in Civil Engineering, Transportation Engineering, or a related field. Professional Engineer (PE) license. Professional Traffic Operations Engineer (PTOE) certification preferred. 15+ years of progressive experience in traffic engineering, traffic signal design, traffic operations, ITS, roadway engineering, or related transportation consulting. Significant experience delivering traffic engineering and design projects for public-sector transportation clients. Established relationships with Illinois transportation agencies, particularly CDOT, Cook County, IDOT, and other Chicago-area and regional agencies. Demonstrated experience developing and maintaining trusted client relationships and identifying new business opportunities. Demonstrated success developing client and pursuit strategies that have resulted in new traffic engineering work. Experience working with CSLs, sales teams, operations leaders, and technical teams to position and pursue strategic opportunities. Demonstrated ability to build, develop, and mentor technical teams in support of market growth and project delivery. Strong knowledge of traffic signal design, traffic operations, traffic safety, ITS, traffic studies, roadway design coordination, and related transportation engineering disciplines. Demonstrated success supporting or leading transportation pursuits, including positioning, teaming, proposal development, and client interviews. Ability to collaborate across sales, operations, technical, and executive leadership to develop strategy and drive regional growth. Strong communication, presentation, negotiation, and relationship-management skills. Ability and willingness to maintain a visible presence with clients and industry partners throughout the Midwest Region. Ideally, You'd Also Have Experience expanding traffic engineering or traffic operations services into new clients and markets. Experience building or scaling a traffic engineering or traffic operations team. Established relationships with transportation agencies and industry partners across the Midwest Region.
