INTRODUCTION

EMPLOYEE BENEFITS

POSITION SUMMARY

The Field Supervisor supervises the day-to-day operations of crews, monitors routes, and ensures efficient service delivery in the field while maintaining safety and quality standards with direction from the Sanitation Foreman. This role supports the work and activity of the Sanitation Foreman in managing daily operations of residential trash, recycling, brush, and yard waste collections and providing excellent service to the Columbus community.

ESSENTIAL DUTIES

Assists the Sanitation Foreman supervising residential curbside Sanitation collections including solid waste, recycling, yard waste, brush, bulky waste, white goods, while ensuring timely, efficient, and satisfactory completion standards. Demonstrate strong leadership and organizational skills to manage change, and direct multiple employees and projects. Assist determining and reviewing work procedures, preparing work schedules, and expediting workflows to ensure efficient routes. Review and update routes periodically with the Sanitation Foreman for continuous improvement. Assist assigning duties using written, electronic, and verbal instructions. Assist in developing and implementing employee and department goals, objectives, policies, and priorities within DPW. Work closely with the Sanitation Foreman and Public Works Director in developing priorities for routes, projects, and future growth. Assist in establishing annual goals for waste reduction and recycling programs. Assist with providing continuous educational material and discussions with residents, schools, and other organizations. Resolve problems and conflicts that may arise with personnel, other departments, or residents, including site visits to explain City policies and procedures, and escalate them as necessary. Frequent contact with residents, the public, contractors, and vendors, while representing DPW and the City of Columbus professionally. Assist in the development, planning, and scheduling of employees for efficient routes. Review and update routes periodically with the Sanitation Foreman for continuous improvement. Help ensure equipment and supplies are available, maintained, in safe working order, and in good appearance to complete assigned duties. Assist in the ordering of materials and supplies for safety, projects, or events. Assist in the planning, organizing, and working of special events throughout the community. Complete logs and reports electronically, including work orders. Create and respond to email, respond and return phone calls in a timely and accurate manner. Review employee daily worksheets for accuracy and completion before they are turned in. Knowledge, understanding, and ability to operate and perform routine maintenance on heavy equipment, machinery, and specialized equipment used in DPW operations. Coordinate alongside the Sanitation Foreman and Fleet Maintenance Supervisor to schedule repairs and maintain proper equipment through preventative maintenance. Maintain a close working relationship with local waste management departments or entities on small or large projects. Assist in the preparation and conduction of monthly safety meetings. Attend scheduled meetings and training as required, including presenting documentation at City meetings. Fill in for the Sanitation Foreman as needed during their absence and assist within other departments when needed. On call 24/7 for weather or other emergencies that may occur; this position is an essential employee who must respond and work when requested. Assist with snow/ice removal and other DPW operations as required. Participate in the year-end performance process. Perform other duties as assigned.

ESSENTIAL QUALIFICATIONS

Knowledge of or ability to learn principles of supervision, training, and performance evaluations. Knowledge of collections operations and best practices in the Waste and Recycling field. Knowledge of various mechanical equipment, operation, and requirements used for DPW projects. General knowledge of Microsoft office, word processing ability, use of email and interface with web-based systems. Possess a valid Commercial Driver's License-Class B with air brake endorsement, with clear driving record, and maintain a CDL at all times (180 days of training and time to obtain CDL provided at the beginning of employment). Knowledge of traffic laws, regulations, and procedures (including the rules of the road, right of way, etc.); departmental rules and regulations; how to safety operate various vehicles. Knowledge of I-OSHA and IDEM regulations and guidelines for workplace compliance.

ESSENTIAL SKILLS

Effectively communicate with diverse residents of all backgrounds and abilities; must effectively and respectfully interact with angry and agitated people, de-escalate situations and focus on great customer service and find solutions; Effectively communicate and interact with supervisors, co-workers, emergency personnel; read and understand materials (such as training materials, departmental rules, etc.); Identify and respond to community issues, concerns, and needs. Demonstrate appropriate decision making and problem solving. Plan, organize, direct, and coordinate the work crew. Make basic cost/time estimates of collections and equipment usage. Apply safety precautions in work assignments and follow all safety procedures according to DPW policy. Communicate clearly and concisely, both orally and in writing. Apply Federal, State, and Local policies, procedures, laws, and regulations per City policy and Sanitation Ordinance. The job requires bending, sitting, lifting, pulling, all day, and must be able to regularly, multiple times a day, lift at least 30 pounds.

EDUCATION AND EXPERIENCE

High School Diploma or equivalent. Two years of supervisory experience preferred. Knowledge of basic solid waste, recycling collections, and DPW operations. Possession of or ability to obtain SWANA Certification .

LICENSES OR CERTIFICATIONS

Valid driver's license and; Good driving record and; Able to drive and be insured as an employee while driving at all times. Commercial Driver's License-Class B with air brakes required within 180 days (training provided )

RELATIONSHIP RESPONSIBILITY

Communicate with other City Departments and other Foremen to coordinate work. Communicate with residents, contractors, and vendors to complete work orders or resolve issues.

JUDGEMENT

Frequently works independently and uses independent judgement. Assessment based on established policies and procedures.

SUPERVISORY RESPONSIBILITY

Effectively communicate with, coach and train DPW crewmembers. Issue daily work assignments to work crews, supervise employees' work, and resolve minor human resource issues. Fill in for Sanitation Foreman when they are absent/on leave.

WORKING CONDITIONS

Involves substantial fieldwork to monitor various projects, conditions, and complaints. Extended hours may be required. On-call after normal working hours. Outdoor work in all weather conditions, as well as general office environment. Activity will involve being around moving equipment and moving traffic. Protective equipment will be required in appropriate circumstances. May be involved in stressful emergencies that arise.

REMARKS:

Required to work more than 40 hours in a work period regularly as scheduled or called in, holidays, and weekends as needed.

RESIDENCY

Must reside in Bartholomew County or adjoining county within six (6) months of employment.

$50,717.00 - $65,000.00 per year
