Pittsylvania County is seeking an experienced and forward-thinking Director of Solid Waste to lead the County's Solid Waste operations and ensure the safe, efficient, environmentally responsible, and financially sound management of solid waste services and facilities. This is a key leadership position responsible for overseeing daily operations, personnel, regulatory compliance, budgets, contracts, equipment, facilities, and long-range planning for the County's solid waste program. The successful candidate will be a strong leader who understands solid waste and landfill operations, is comfortable working in both an office and field environment, and can effectively work with employees, County leadership, regulatory agencies, contractors, vendors, elected officials, and the public. What You'll Do:

Directs the County's solid waste program as an enterprise by ensuring service levels and financial viability are effectively maintained. Evaluates and recommends service levels, operating hours, facility locations, collection schedules, and other program components based on citizen demand, operational requirements, regulatory requirements, and financial sustainability. Manages assigned staff; prioritizes and assigns tasks and projects, disciplines, trains and evaluates staff, counsels, coaches and instructs employees as required; develops staff skills and conducts performance evaluations. Develops and monitors solid waste budget; prepares special and recurring reports, budgets, grants, proposals, and contracts and disseminates to department personnel and external agencies; recommends and implements changes to existing policies and procedures. Develops, monitors, and recommends adjustments to solid waste rates, fees, and charges necessary to maintain financial sustainability. Develops long-term strategic goals and strategies for growth, efficiency, sustainability, and financial performance of the County's solid waste enterprise. Monitors and reviews trends in solid waste management and recommends operational and policy improvements. Plans, organizes, implements, and oversees landfill operations, waste collection, waste reduction, recycling, and public information programs. Ensures compliance with federal and state laws and regulations by updating, revising, and maintaining landfill permits, approvals, and post-closure plans with the Virginia Department of Environmental Quality (DEQ). Administers local programs not contracted, including illegal dumping abatement and community clean-up. Meets with federal, state, and local stakeholders in the public and private sector as needed. Identifies and pursues business opportunities with other local jurisdictions and private businesses. Performs related tasks and special projects as directed by the County Administrator, or designee. Oversees long-term post-closure care environmental monitoring, including leachate management, groundwater protection, and landfill gas mitigation systems in accordance with state mandates.

Any combination of education and experience equivalent to a bachelor's degree preferred. Business management experience required. Five (5) years of experience in a solid or hazardous waste leadership role required. Minimum of five (5) years of supervisory experience.

Special Requirements :

Possession of a valid State of Virginia driver's license. Possession of a Virginia Department of Professional and Occupational Regulation (DPOR) Class II Waste Management Facility Operator License, or ability to obtain one within one (1) year from date of hire. Must successfully meet pre-employment hiring criteria which includes a drug screen, background check, and motor vehicle report.
