Job Summary The Stormwater Technician assists in meeting Texas Commission on Environmental Quality (TCEQ) mandated requirements for the minimum control measures of small municipal separate storm sewer systems (MS4) of the City of Universal City Water Quality Program. This employee will be actively engaged in daily inspections of permitted storm water sites, providing inspections for illicit discharge detection and elimination; assisting other field personnel in the permitting of construction sites; providing inspections of best management practices of construction sites; and performing related duties as required. The Stormwater Service Technician assists with reports relative to the operation and maintenance of the street sweeper and the street sweeping schedule. This position requires the operation and use of the street sweeper truck, tractor shredders, and various types of light to heavy duty equipment. Essential Duties and Responsibilities (Other duties may be assigned) Operates the street sweeper on a strict schedule. Responsible for the complete user maintenance on the street sweeper daily, weekly, monthly, quarterly and annually. Maintains daily logs on subdivision sweeping, miles driven per subdivision and usage of gas, oil and supplies consumed. Performs repairs of general nature on the street sweeper chassis, the auxiliary engine and sweeper components. Inspects and maintains City Facilities to reduce potential impacts from storm water runoff. Maintenance activities will include but are not limited to picking up trash/litter, removing oil, placing and storing materials in appropriate designated areas. Operates various types of equipment including, but not limited to, mowers, shredders, dump truck, backhoe, water/herbicide truck, street sweeper, and vactor. Maintain weekly schedule of mowing and maintenance of all storm drain channels. Inspect and clean any storm culverts, inlets, storm drainage systems, and outfalls for the MS4. Reports any hazardous driving surfaces to Assistant Director of Public Works. Responsible for submitting all stormwater related reports to TCEQ. Assists other City Departments when requested. Performs maintenance of right-of-ways, drainage ways, detention ponds and keeping grass areas mowed and free of trash/debris. Maintains city common and drainage areas with mowers and weed eaters. Trims trees, bushes and hedges. Inspect City owned and operated storm drainage systems for compliance. Maintains daily logs on City Mowing Schedule. Good housekeeping and organization of tools, equipment, vehicles and work area. Assist in the Annual Fall and Spring Household Hazardous Waste Collection. Assist in the Annual Fall and Spring Clean-Up. "On Call" duty required for storm events and emergency conditions. Responsible for production of traffic control, street name, and other regulatory and specialty signs using computerized sign-making programs and use of sign-making equipment including, but not limited to, vinyl plotters and squeegee roll applicators. Installs traffic control, warning, street, construction, and other regulatory and specialty signs. Maintains physical inventory of signs and materials. Job has impact on City and public image. Directly responsible for self and indirectly responsible for the safety of co-workers and the public. Regular and timely attendance is an essential duty of this position. Performs other necessary duties and fulfills responsibilities as required by the Assistant Director of Public Works and the Director of Public Works. Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Certificates, Licenses, Registrations Must have a valid Class "C" Texas Driver's license with an acceptable driving record. MS4 Compliance and Enforcement Certified Inspector license or must obtain within 12 months of initial employment. Certified Floodplain Manager Certification or must obtain within 12 months of initial employment. Knowledge, Skills, and Abilities Communicate effectively, verbally and in writing. Must have the ability to pass exams and obtain required licenses/certifications within one year of employment and maintain as current while in this position. The noise level in the work environment is usually moderate to high. Position Type and Expected Hours of Work This is a full-time benefits eligible position. The normal work schedule for this position is Monday - Friday 8:00 am - 5:00 pm. Overtime, evening, and weekend work are required as needed. The work schedule for this position is subject to change depending on the needs of the department and the City. Travel An employee in this position is required to drive a vehicle to perform daily tasks and to attend various meetings, functions, and events. The employee may be required to travel out of town to represent the City at meetings, conferences, and for training.
