Code Enforcement / Zoning Officer (Full-Time)

The Borough of Schuylkill Haven is seeking a dedicated and knowledgeable Code Enforcement/Zoning Officer to perform specialized technical and administrative work in enforcing zoning, floodplain, property maintenance, and land use regulations, ensuring compliance with borough, state, and federal standards. This role includes reviewing and processing permit applications, coordinating the issuance of building permits through third-party contractors, conducting field inspections to verify setbacks, structure size, and code compliance, investigating complaints, and gathering documentation for hearings. The officer will prepare materials and advertisements for zoning and appeal hearings, issue permits and Notices of Violation, and serve as the Borough's Floodplain Administrator. The position requires proficiency in Microsoft Office and municipal software systems, strong written and verbal communication skills, and the ability to interact professionally and courteously with the public while maintaining accurate records and upholding the responsibilities of a public servant. Key Responsibilities Enforce zoning, property maintenance, and building codes, including regulations on floodplain management and residential conversions. Review and process permit applications for zoning, land use, and construction projects. Investigate potential violations and work with contractors and property owners to ensure compliance with borough standards. Collaborate with third-party contractors to oversee inspections of rental apartments, ensuring adherence to the Pennsylvania Uniform Construction Code (UCC). Serve as the Borough's Floodplain Administrator, coordinating FEMA requirements and enforcing floodplain management ordinances. Attend meetings of the Zoning Hearing Board and Planning Commission to provide reports and input on zoning matters. Maintain accurate records of all inspections, permits, and enforcement actions, ensuring compliance with the Pennsylvania Right to Know Law. Required Qualifications Possession of a PA Building Code Official (BCO) certification within 120 days of appointment. Strong knowledge of the Pennsylvania Uniform Construction Code (UCC), zoning laws, and property maintenance standards. Experience or knowledge in floodplain management, stormwater regulations (MS4/NPDES), and ADA compliance. Familiarity with the PA Municipal Planning Code and related land use laws. Excellent communication and conflict resolution skills. Ability to interpret technical documents, including construction plans, land development proposals, and structural inspection reports. Proficiency in GIS and Microsoft Office Suite.

Preferred Qualifications:

Certified Zoning Officer (CZO) or Certified Floodplain Manager (CFM) certification.

Working Conditions:

The position requires both office-based work and field inspections at various sites across the borough. Some evening meetings and travel within the borough are necessary.

Pay:

$25.00 - $29.00 per hour
