Job Description

Manage controlled documents using SharePoint and other technology‑based systems About the Role We're looking for a Regulatory Plan Specialist with hands on experience in oil, gas, petrochemical, marine, or hazardous materials environments to develop real world regulatory and emergency response plans. This role is grounded in applied regulatory compliance, working directly with industrial clients and federal, state, and local regulatory frameworks, including spill response and emergency planning requirements. Key Responsibilities Develop and maintain regulatory plans, including: OPA 90 Facility & Vessel Response Plans Emergency Response Plans (ERP) Process Safety Management Plans Business Continuity & Crisis Management Plans LNG, LPG, and LHG emergency planning Other hazardous substance emergency response plans (anhydrous ammonia, chlorine, sodium hydroxide, sulfuric acid, etc.) Occasional municipal emergency planning projects Interpret and apply requirements from:
USCG EPA PHMSA
State and local emergency management agencies Work directly with clients in industrial, marine, energy, chemical, and municipal sectors Track revisions, regulatory references, and compliance requirements with audit‑ready accuracy Manage controlled documents using SharePoint and other technology‑based systems Qualifications Experience in oil & gas, petrochemical, LNG/LPG, marine terminals, chemical processing, emergency response, or regulatory compliance consulting Familiarity with OPA 90, spill response, emergency planning, or hazardous materials regulations Bachelor's degree in Environmental Science, Industrial Safety, Emergency Management, Engineering, Maritime Studies, or Occupational Health & Safety, or related field is preferred. Relevant industry or regulatory experience may substitute for formal education. Proficiency in Microsoft Word and Excel. Strong technical writing and documentation skills. Excellent project management abilities. Strong communication skills and confidence in client interactions. Self-starter with the ability to work independently and adapt to changing priorities. Comfortable with technology and willing to learn new tools. Preferred Skills Practical knowledge of OPA 90 and oil spill/emergency response planning Experience working with or preparing submittals for USCG, EPA, PHMSA, or state agencies Understanding of industrial emergency response, spill response, and incident command concepts Experience supporting compliance in oil & gas, petrochemical, LNG/LPG/LHG, chemical processing, or marine terminal operations Knowledge of hazardous materials regulations, including ammonia or chemical safety planning Experience in compliance plan development. Familiarity with other state and federal regulatory frameworks. Strong organizational skills and attention to detail.
