Title:
Contract and Data Supervisor Reports To:
Fiscal Director Position Summary The Contract & Data Supervisor oversees the agency's contract administration processes and data management systems to ensure high‑quality service delivery, regulatory compliance, and accurate reporting across all aging programs. This role works closely with leadership to support strategic planning, quality improvement, reporting, and provider monitoring, and compliance with the Older Americans Act and Iowa Aging and Disabilities Services Division (ADS)requirements. Essential Duties & Responsibilities Contract Management & Oversight Develop, negotiate, and manage contracts with service providers, vendors, and community partners. Ensure all contracts comply with federal and state regulations, including Older Americans Act standards, ADS and HHS policies, and agency procurement procedures. Oversee contract renewals, amendments, performance expectations, and documentation. Coordinate with Fiscal staff, Program Directors and ED to align contract terms and usage with budgets and reimbursement procedures for service providers, funding streams, and reimbursement structures. Lead provider monitoring activities, including on‑site reviews, desk audits, and corrective action plans. Assist in developing and delivering training materials to staff and contracted providers on reporting requirements, data systems, and compliance expectations. Request and process consumer satisfaction surveys and results. Monitor provider performance to ensure adherence to service standards, fiscal accountability, and outcome expectations. Maintain up‑to‑date knowledge of regulatory changes and update internal processes and contract templates accordingly. Data Management & Reporting Responsible for recording and maintaining accurate program and service records in statewide aging data systems. Ensure timely and accurate submission of required reports and data. Monitor data quality, identify discrepancies, and implement corrective processes. Analyze service utilization, performance metrics, to support planning and compliance. Maintain data integrity and security in accordance with agency policies and state/federal guidelines. Fiscal Data Management and Reporting
  • Process contractor and provider invoicing
  • Enter contracted and service units into the required data reporting system
  • Maintain roster data on all contracted and service providers
  • Process Contribution Letter mailing
  • Collect and track bids from providers
  • Support agency readiness for state and federal audits.
Program & Organizational Support Collaborate with program managers to ensure contracts and data systems support service delivery goals. Assist with procurement processes, RFP development, and provider selection. Represent the agency in meetings with providers, partners, and state agencies as needed. Participate in agency‑wide quality improvement initiatives. Qualifications
  • Associate's degree in business with emphasis on data entry and working with computer software or minimum of 2 years professional office experience working with vendor or provider contracts, contract language.
  • Must have above average Excel and computer skills to perform above duties.
  • Experience in data collection for report systems.
  • Experience with Microsoft Office; ability to quickly learn new software, as needed.
  • Must be well-organized, show initiative, and complete work with a high degree of accuracy in a timely manner with little assistance and/or supervision.
  • Must be detail-oriented, responsible, and a team player.
  • Must have valid driver's license, auto insurance, access to reliable transportation, and ability to travel as job requires.
  • Excellent communication and customer service skills

  • This position is an hourly wage position eligible for overtime.
