Job Summary Manage the daily operations of the Paratransit Division including the 200+ bargaining unit employees working in the Paratransit Operations. This includes but is not limited to ensuring the daily performance of the staff by supervising and directing the Transit Service Managers, being involved in operator and staff counseling, discipline, and interacting with other Metro Departments regarding staffing, performance and safety issues. Ensures effective paratransit service within the metropolitan service area. Reports to the Director of Paratransit Operations. Job Responsibilities Ensure that all budgeted van operator positions are trained and staffed. Perform employee performance evaluations for TSM staff and ensure that all service standards as outlined for those positions are being met. Hold disciplinary hearings, when necessary, in order to educate and counsel those employees Agency and Division Policies and Procedures Confer with members of other Metro Departments to resolve operational issues effecting the Paratransit Division operations. Analyze, evaluate and implement service schedules and operations and make recommendations; conduct accident investigations; conduct complaint investigations; prepare reports. Resolve problems related to van maintenance, specifications and modifications; recommend, develop and implement policies and procedures. Establish work standards and schedules and ensure their effective implementation in the unit; assign work to employees and train employees in work procedures and methods; review employees' work for adequacy and take steps to correct inadequate performance. Establish and maintain effective means of coordinating unit plans and schedules with other organization units; report delays and problems promptly and take appropriate action to maintain effective coordination of activities; ensure the unit's activities do not conflict with organizational goals. Ensure compliance with all applicable policies, rules, regulations and laws; stay abreast of legal, regulatory and policy developments affecting areas of responsibility; enforce legal and regulatory requirements impartially. Ensure performance standards are achieved through training, coaching, mentoring and development of Transit Service Managers and Operators. Organize work processes, methods and procedures to achieve efficient production; establish and monitor controls to evaluate unit performance; take appropriate action to correct performance and to adjust productivity to meet requirements. Establish a collaborative relation with union leadership and members to foster a productive and cooperative work environment. Ensures unit goals are met through the coordination of schedules, plans and activities with other organizational units. Oversee progressive discipline for station operations employees. Provides leadership that demonstrates collaboration, cooperation and professional behavior. Sets the standard and exhibits a role model for his or her subordinates to emulate. Coordinates annual operator system pick, operator vacation pick, operator individual vacation day selection and other special projects. Regular, reliable and predictable attendance is required. Incumbent will be required to work a rotating schedule and additional hours as business demands necessitate. Other duties as assigned Knowledge, Skills, and Abilities Understanding of Paratransit and public transportation operations as well as Metro's multimodal transportation systems. Complete Knowledge and understanding of FTA/ADA regulations and guidance as it relates to Complementary Paratransit Service. Complete understanding of additional providers and services offered by Metro. Ability to supervise, counsel, evaluate and train staff. Ability to learn Agency regulations and Union Contract. Ability to establish procedures, evaluate program effectiveness and evaluate the work of employees. Ability to maintain an effective working relationship with Paratransit staff, the general public, and various service agencies, caseworkers, and outside providers. Ability to communicate effectively, both orally and in writing. Ability to work under stressful conditions. Ability to analyze and make decisions and problem-solve. Ability to maintain confidentiality of sensitive customer and driver information. Ability to work varying shifts and additional hours as business demands necessitates. Ability to execute Operations Division policies and procedures. Considerable knowledge of the street geography of metropolitan St. Louis. Ability to operate an automobile in a safe and courteous manner. Experienced in evaluating problems, formulating corrective responses and implementing a plan of action to achieve desired results. Possess effective customer service skills. Ability to work in emergency situations. Computer literate in word processing, spreadsheets, and database management is preferred. Compensation 84,750.00 - 113,000.00 (Annually) Employment Type Full Time Location Central Education Bachelor's Degree preferred. Business, Management, Transportation or related field.
