The Director ensures full compliance with federal regulations, achievement of approved performance objectives, and effective stewardship of grant resources. The Project Director plans, implements, supervises, evaluates, and continuously improves program activities designed to help eligible participants complete secondary education, enroll in postsecondary education, and learn about career and workforce pathways. The Director supervises Talent Search employees and part-time personnel and works closely with target schools, students, families, colleges, universities, employers, and community organizations. Job Duties and Responsibilities Plan, implement, supervise, and evaluate all Talent Search services, activities, and annual program operations. Ensure the program serves the required number of eligible participants and meets objectives related to persistence, graduation, rigorous course completion, and postsecondary enrollment. Recruit, supervise, train, and evaluate program employees, student workers, tutors, mentors, and part-time personnel. Develop and implement participant recruitment, eligibility determination, service delivery, and retention procedures consistent with federal requirements. Oversee academic advising, career exploration, financial literacy, financial aid assistance, college preparation, tutoring, mentoring, college visits, and workforce and apprenticeship search. Ensure services address the needs of low-income, first-generation, rural, and historically underrepresented students. Develop the annual operational calendar, program curriculum, outreach plan, and strategic initiatives. Administer and reconcile the grant budget in compliance with the approved proposal, 2 CFR Part 200, federal regulations, and College policies. Maintain accurate participant records and ensure timely entry, verification, confidentiality, and reporting of program data. Monitor program performance, evaluate outcomes, identify gaps, and implement strategies for continuous improvement. Prepare and submit the Annual Performance Report and other required federal, institutional, financial, and programmatic reports. Maintain documentation required for audits, evaluations, continuation applications, and federal monitoring visits. Establish partnerships with K-12 schools, colleges, universities, employers, workforce organizations, and community partners to support college access and career pathways. Incorporate current workforce trends and regional career opportunities into participant advising and program activities. Represent the program at college, community, state, regional, and national meetings, conferences, and professional-development activities. Travel to assigned target schools, College locations, community events, and partner organizations as required. Perform other duties as assigned in support of the College's mission and the objectives of the TRIO Talent Search Program. Utilize various computer programs such as Blumens, Word, PowerPoint, etc. Operate multimedia equipment. Attend professional development and training activities related to the assigned TRIO project. Other duties as assigned.
Qualifications Minimum Qualifications:
Bachelor's degree from an accredited college or university in education, counseling, social work, higher education administration, or a related field. A minimum of five years of progressively responsible professional experience managing educational access, student success, TRIO, or federally funded programs. Demonstrated experience supervising staff, managing budgets, and leading strategic initiatives. Valid driver's license, current automobile insurance, and reliable transportation.
Preferred Qualifications:
Master's degree from an accredited college or university in education, counseling, social work, higher education administration, or a related field. Experience preparing and submitting the U.S. Department of Education Annual Performance Report. Knowledge of federal TRIO regulations, Uniform Guidance under 2 CFR Part 200, and federal grant-reporting requirements. Experience developing partnerships with rural school districts, postsecondary institutions, employers, workforce organizations, and community-based organizations. Personal experience overcoming educational, economic, cultural, geographic, or other barriers similar to those experienced by the program's target population. Experience with federal grant administration, program compliance, performance reporting, and fiscal management.
