Oakland, California Part-Time Position $60.00 - $85.00 per Hour (Depending on Experience) About Acumen Acumen Building Enterprise, Inc. is a California-based engineering and infrastructure consulting firm serving transportation agencies, ports, airports, educational institutions, public agencies, and private sector clients. We support transportation, infrastructure, environmental, energy, and capital improvement projects throughout California. We are seeking an experienced, highly organized, and self-motivated Senior Technical Writer / Proposal & Grants Specialist to join our team. Position Summary This position will work directly with executive leadership, project managers, engineers, and public agency clients to prepare proposals, grant applications, technical reports, board presentations, executive summaries, marketing materials, and other client-facing documents. The ideal candidate is an exceptional writer with experience supporting public agencies, infrastructure projects, engineering firms, transportation programs, or government-funded initiatives. The successful candidate must be capable of translating complex technical concepts into clear, concise, and compelling written and visual content. Essential Duties and Responsibilities Lead the preparation of proposals, Statements of Qualifications (SOQs), RFQs, RFPs, and interview presentations. Research, write, edit, and coordinate technical reports, executive summaries, and client deliverables. Prepare grant applications for local, state, and federal funding opportunities. Develop board meeting presentations, briefing documents, and stakeholder communications. Attend meetings and prepare agendas, meeting summaries, action items, and presentation materials. Coordinate with project managers, engineers, planners, environmental specialists, and executive leadership to gather technical information. Maintain proposal templates, project sheets, resumes, marketing materials, and pursuit databases. Support business development initiatives and client outreach activities. Assist with corporate communications, website content, and marketing efforts. Perform research and special assignments as directed by management. Required Qualifications Bachelor's degree in English, Communications, Journalism, Marketing, Business, Public Administration, Planning, Engineering, or related field. Minimum 5 years of experience in technical writing, proposal development, grant writing, public agency consulting, or related professional services. Excellent writing, proofreading, editing, and verbal communication skills. Experience preparing proposals, SOQs, grant applications, board reports, and professional presentations. Strong organizational and time management skills. Ability to manage multiple deadlines simultaneously in a fast-paced environment. Experience working directly with executive teams and technical professionals. Preferred Qualifications Experience supporting transportation, transit, airport, port, engineering, environmental, infrastructure, or energy projects.
