Irrigation District Manager Union Gap Irrigation District (UGID)Location:

Board of Directors (3-Member Board) About the District Established in 1915, the Union Gap Irrigation District (UGID) provides vital irrigation water to approximately 860 customers across 3,222 acres in the Parker Heights area of Yakima County. We are a dedicated public entity committed to the stewardship of local water resources and the support of our agricultural community. The Role The District Manager is the chief administrative and operational officer of the District. This role requires a blend of high-level administrative oversight and rigorous project management of District infrastructure . You will be responsible for ensuring the efficient delivery of water, overseeing complex construction and modernization projects, and serving as the primary liaison between the District and its elected Board of Directors. Key Responsibilities1.Construction & Capital Project Management Project Oversight:
Manage the planning, permitting, and execution of major construction projects, including canal lining, piping (conversion from open ditch to pressurized systems), and headgate automation.Contract Administration:
Draft and manage "Public Works" contracts in compliance with Washington State bid laws; oversee contractors and ensure work meets District specifications and safety standards.Asset Maintenance:
Develop a proactive multi-year maintenance and replacement schedule for pumps, screens, weirs, and delivery structures.Grants & Funding:
Identify and apply for state and federal funding (e.g., Department of Ecology or Bureau of Reclamation grants) to support modernization and water conservation construction efforts. 2. Leadership & Board Relations Serve as the Board Secretary ; prepare agendas, take minutes, and ensure all meetings comply with the Open Public Meetings Act (RCW 42.30) . Implement policies and strategic directions set by the 3-member Board of Directors. Ensure the District operates in accordance with Title 87 RCW (Irrigation) and other applicable state laws. 3. Financial & Administrative Management Prepare and manage the annual District budget, which exceeds $1,000,000 including operating and capital reserves. Oversee assessments, billing, and the safeguarding of public resources in compliance with the Washington State Auditor's Office (SAO) BARS manual. Strengthen internal controls and develop written policies for payroll, leave, and procurement. 4. Operations & Compliance Oversee the operation of canals, laterals, and water delivery systems to ensure equitable distribution to all 3,222 acres. Navigate complex water rights issues and ensure public records are managed per the Public Records Act (RCW 42.56) .Desired Qualifications Experience:
5+ years in water management, construction management , or civil engineering. Direct experience overseeing public works projects or irrigation infrastructure build-outs is highly preferred.Knowledge:
Mastery of Title 87 RCW and Washington water law. Proficiency in public works procurement and prevailing wage requirements.Technical Skills:
Ability to read and interpret engineering blueprints, topographical maps, and GIS data. Experience with heavy equipment operation or supervision is a plus.Soft Skills:
High integrity, transparency, and the ability to bridge the gap between technical construction requirements and board-level policy.Education:
Bachelor's degree in Civil Engineering, Construction Management, Ag-Business, or a related field (relevant professional experience may substitute for education). Working Conditions This position requires a mix of office work and active field supervision. Candidates must be comfortable navigating construction sites, inspecting rugged terrain, and attending evening Board meetings.
