Oversees counseling on school curricula and vocional opportunities from basic to gradue level educion. Management Serves as Program Specialist in the designed functional area to independently review and recommend approval or disapproval of program plans and merials; analyze and develop proposals or provisions in terms of impact on program resources requirements; develop new and revised opering procedures and standards to incorpore provisions th affect opering activities and requirements; conduct review of the administrion and operion of the program, and provide advice. Independently completes project studies and carries out onsite reviews of operion of programs to develop and revise guideline merial such as stements of policy and model opering procedures for use by agency officials, or other public organizions as guides to revise policies and procedures, develop program plans and proposals to meet federal requirements.
Obtains factual informion to:
provide informion, explain regulory and legal requirements, and negotie agreements to correct inadequacies revealed in the evaluion process. Develops minimum standards governing programming, policy, procedures and personnel.
Discusses mters involving:
difficult technical problems, applicion of new or questionable techniques and methods, clarificion with the team leader or higher level supervisor for further explanion and negotiion with the Director. Explains regulory and legal requirements relevant to problem situions covered by guidelines. Negoties agreements with officials to correct aspects of the operion not consistent with federal requirements. Reviews proposed changes to program plans and project proposals to see th all stutory and regulory requirements are met and to insure th changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. Provides assistance to other program specialists who develop the program evaluion plan, determine the coverage, suggest methodology, and provide guidance on handling of technical problems and public relions issues. Maintains extensive contact with other program specialists and officials of other reled agencies and organizions to: resolve problems, negotie agreements, advise on and render technical assistance in areas such as: changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems.
Supervises employees to include:
assigning, distributing, evaluing work; coaching, counseling, tutoring, and mentoring employees: approving and disapproving leave, recommending, and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take approprie action. Analysis and Evaluion Develops and analyzes da to be used in preparing analytical and interpretive reports and guides of program operion. Selects pertinent techniques for da collection to identify aspects of successful program operions. Selects successful methods and techniques used by other local officials (federal, ste, local) and adapts and extends methods and techniques into new pterns to solve problems. Utilizes a variety of fact finding techniques such as interviews, cases analysis and observion, to elicit approprie da, identify areas of operion, and oversee and participe in fact finding, development of recommendions and preparion of reports of findings. Performs and oversees performance of research and fact-ghering assignments to provide background informion, exchange ideas and discuss applicion of new knowledge and procedures. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, ste, stutory and regulory requirements.

EVALUATIONS
Qualificions Bachelor's Degree th included or is supplemented by least 24 semester hours in educion reled studies with least one course from the below to include: tests and measurement, adult educion, educional program administrion, curriculum development or design, teaching methods, guidance and counseling, career planning and occupional informion. A college or university sponsored practicum in counseling is required. Four years of knowledge and experience th demonstres skill to independently review and recommend approval or disapproval of program plans and merials; analyze and develop proposals or provisions in terms of impact on program resource requirements; develop new and revised opering procedures and standards to incorpore provisions th affect opering activities and requirements; conduct reviews of the administrion and operion of the program and provide advice.
