Job Description

Incumbents of this position supervises staff who adjudicates and authorizes Veterans' compensation and pension claims. The Supervisor Veterans Service Representative (VSR) works in the Veterans Service Center (VSC) or Pension Management Center (PMC).
Qualifications:

TIME-IN-GRADE REQUIREMENT
: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. To qualify for the Supervisory Veterans Service Representative (Assistant Coach), GS-0996-12 position you must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service obtained in either the public or private sectors providing quality assurance or auditor functions related to claims processing and benefit determination; adjudicating and authorizing of compensation, pension, and claims; providing determination to reconsider claims appeal cases; and preparing presentations to reconsider claims appeal cases. I f you are a current VBA employee and currently hold the grade level of this vacancy (or higher) AND the promotion potential of this position does not exceed the promotion potential of your current position, you may request a non-competitive reassignment or change-to-lower grade into this position.
MINIMUM QUALIFICATION REQUIREMENT

Grade Level:
Specialized Experience:
Is defined as performance of technical assignments affecting the entire field of VA's compensation and pension (C&P) benefits programs. These assignments would have required interpretation of the full range of C&P laws and regulations, to include precedent opinions of the Court of Appeals for Veterans' Claims and authoritative opinions of the General Counsel. Experience may have been gained as a VSR Authorizer, RVSR, AQRS or DRO. Examples of specialized experience would typically include, but are not limited to:
  • Quality assurance or auditor functions related to claims processing and benefit determination.
  • Adjudication and authorization of compensation, pension, and claims.
  • Determination to reconsider claims appeal cases and preparation/presentation of such cases
NOTE:
There is no educational substitution for this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Part-Time Employment:
Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
