Job Description

The Center for Juvenile Justice Training and Research (CJJT&R) is currently accepting applications for a Part-Time Secure Monitoring Police Liaison through our on campus location at Shippensburg University. This position will work regionally with law enforcement agencies throughout Western Pennsylvania. This position is through funding provided by the Pennsylvania Commission on Crime and Delinquency (PCCD), monitors compliance with federal and state requirements governing the secure holding and detention of juveniles. This work of this program area includes annual compliance monitoring visits to law enforcement agencies throughout the Western Region. The Secure Monitoring Police Liaison serves as a regulatory monitor and technical assistance provider to ensure local law enforcement agencies comply with the requirements of the federal Juvenile Justice and Delinquency Prevention Act (JJDPA). The position requires strong knowledge of juvenile justice practices, the ability to interpret federal and state requirements, and the skill to work collaboratively with law enforcement and juvenile justice partners to identify and resolve compliance concerns. This is a part-time contractual position through December 31, 2026 , contingent upon available grant funding, and potential for renewed funding. Compensation above the starting salary may be considered based on the candidate's education, experience, and qualifications.
Key Responsibilities:
Collects and verifies data reported on juveniles held to prepare for on-site monitoring visits and identifies possible violations within Police Lockups in advance of the site visit. Completes on-site inspections and prepares written summaries of visits, documenting any violations. Inspects facilities to confirm reported holding status, capacity and confirm juveniles are not held in violation of the JJDPA and that proper records are maintained by each facility. Works with assigned facilities to improve reporting capabilities, and if needed, restructure their procedures for compliance with JJDPA requirements pertaining to juveniles held in police custody. Maintains knowledge of the JJDPA and incorporates its requirements into training materials used on site visits. Reviews and analyzing data entered into the JHELD System as needed; and assists assigned facilities with questions, data input, and guidance regarding the JHELD System. Reviews, analyzes, and interprets state and federal regulations, guidelines, directives, circulars, legislation. Reports to the State Compliance Monitor at JCJC and the Deputy Director of Juvenile Justice Initiatives and Program Manager at PCCD as to how they relate to Juvenile Justice and the Compliance Monitoring Program. Adheres to Shippensburg University travel requirements and provides detailed records and receipts of all travel that includes mileage, tolls, lodging, and subsistence for each facility monitoring visit. Research best practices and apply research and evaluation techniques to make recommendations for higher level planning, monitoring, and resource allocation. Contribute to the development and support the implementation of policy pertaining to the statewide compliance monitoring program and affiliated funding streams and related initiatives, programs, and projects. Develop and maintain cooperative relationships with individuals and organizations. Perform other related duties as assigned. Minimum Qualifications
MINIMUM EXPERIENCE AND TRAINING
A valid driver's license, as position demands intensive regional travel to municipal departments across the Western Counties of Pennsylvania. Weekends and evenings travel required. Understanding of Pennsylvania juvenile justice system related to the JJDPA, knowledge of statutory core requirements and the impact on secure monitoring. Understanding of Pennsylvania juvenile justice, court jurisdiction, and best practices of juvenile policy and best practices. Strong negotiation skills to resolve issues collaboratively with regional law enforcement personnel. Ability to analyze physical space configurations and identify reporting discrepancies in administrative paperwork. FBI background check required A bachelor's degree in criminal justice, sociology, a related field or at least 10 years work experience in law enforcement and accreditation. Professional experience in juvenile probation or related field of at least five years, preferred. Pennsylvania residency..
