• Why does the job exist? This position will report to the Director of Workforce Development (WFD). Duties will include planning, developing, and design training programs for the agency. This position will work alongside the Training Evaluator to evaluate what programs need to be developed or improved. Partnership with agency leadership and key program staff to understand training needs and apply agency policies/procedures during analysis/review. WFD has designated Trainer/Coaches statewide who provide support and training throughout the state however, it is imperative to have dedicated staff that can develop and modify training programs included but not limited to tools and resources in response to agency needs. How does it get done?
Training development/maintenance:
(60%) Initiate complete review of all CYFD programs and services; meet with key staff to evaluate training needs and review current training support. Develop comprehensive list of training needed for the agency. Facilitate conversations with existing work groups to conduct training needs assessment. Create master list of trainings needed by program area. Consult with stakeholders to develop training programs. Based on review/evaluation update/improve existing training programs based on learner needs and organizational goals. Work with Training Evaluator to develop a comprehensive evaluation plan for trainings, including a timeline for deployment. Present evaluation plan to Director and leadership. Manage instructional design projects to meet timelines and deliverables.
Training documents/resources:
(40%) Design training programs, courses, and learning pathways based on results from needs assessment. Develop learning materials such as presentations, participation and facilitation guides, eLearning modules, and job aids. Create interactive learning activities, quizzes, and assessments. Collaborate with IT staff to ensure compliance with policies. Build eLearning content using authoring tools (Articulate). Ensure training content aligns with organizational standards and branding. Support trainers and facilitators by providing detailed instructional materials and guidance. Coordinate with WFD leadership and ASD staff to develop full list of training needs for the agency. Based on training needs, complete cost analysis and budget framework for ASD review. Provide periodic review of training subscriptions and purchases to ensure budget compliance. Minimum Qualification High School diploma or Equivalency and two (2) years of experience in adult education, instructional design, instructional technology, human resources, employee development, training, and/or producing instructional aid/materials. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience. Employment Requirements Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage with extend periods of sitting, driving and standing. Must be able to lift 25 lbs. In-state travel is required approximately 15% of the time. Working conditions for individuals will vary based on specific needs of the state agencies.
