About COA:
The main campus of the College of the Albemarle is located in Elizabeth City, North Carolina. The region enjoys a rich maritime heritage, wide ranging opportunities for water sports and outdoor recreation, a vibrant arts and festival culture. The city sits about an hour from the Outer Banks, a popular resort area and home to beautiful beaches and protected wildlands. The College is 45 minutes south of the Hampton Roads Region of Virginia, a diverse metropolitan area of more than 1.7 million people, home to cultural, entertainment, and sporting venues. Through four campus locations, the College serves seven counties of northeastern North Carolina, blending rural lifestyles with big city opportunities. Description This position is primarily located COA - Currituck in Barco, NC. Salary is consummate with education and experience. The Dean of Business, Industry and Applied Technologies (BIAT) provides strategic, academic, and administrative leadership for assigned programs within the Division of Learning. Reporting to the Vice President of Learning, the Dean is responsible for program quality and effectiveness, curriculum development, enrollment and scheduling, personnel leadership, budget administration, assessment, accreditation and regulatory compliance, and continuous improvement. The Dean provides leadership to faculty, staff, department chairs, and program coordinators and works collaboratively with other academic leaders and college departments to support student success and institutional priorities. The Dean also develops and maintains relationships with business, industry, educational institutions, workforce partners, advisory committees, and community organizations to ensure programs remain responsive to regional workforce and community needs. The Dean serves as a liaison between the division and college administration and participates in institutional planning, policy development, resource allocation, and other college-wide initiatives. Examples of Duties General Responsibilities Provide vision, leadership, and supervision for division programs, personnel, and operations. In collaboration with department chairs and program coordinators, develop, review, and assess division goals, objectives, and Unit Action Plans (UAPs), submitting required assessment and planning reports; ensure timely reporting in all areas of responsibility. Collaborate with department chairs and program coordinators to ensure compliance with all relevant national, state, regional accreditor, and college policies and procedures, including documentation and program accreditation standards. Maintain awareness of industry standards, emerging technologies, workforce trends, and applicable regulatory and credentialing requirements affecting assigned programs, and provide leadership in adapting programs, facilities, equipment, and curriculum accordingly. Submit to the VPL recommendations concerning programs and personnel within the division. Recruit, mentor, supervise, and evaluate division faculty, staff, department chairs, and program coordinators, encouraging professional development. Oversee program and curriculum development, including evaluating and updating ongoing instructional programs; assessing equipment needs; and implementing new programs that align with labor market demands, community needs, funding models and opportunities. Collaborate with other deans and college leaders to coordinate program offerings, class scheduling, space requirements, and academic success initiatives. Develop and oversee budgets, grant and contract management, and fiscal operations; ensure regulatory compliance and timely reporting. Serve as liaison with businesses, community organizations, and educational partners to assess needs, promote programs, and expand partnerships. In accordance with college policies and procedures, coordinate student success strategies, address student concerns and appeals, and ensure due process for students, faculty, and staff. Utilize performance metrics, labor market data, advisory boards, and program reviews to guide decision-making and continuous improvement. Lead collaborative efforts across the college in marketing, recruitment, and engagement efforts for division programs in cooperation with internal and external partners to raise program visibility and community involvement. Participate as a leader in institutional planning and effectiveness, college committees, and cross-divisional college initiatives. Participate in the development and implementation of policies and procedures and provide insight into their impact on the Division of Learning Protect student confidentiality in accordance with FERPA, state law, and college policy. Comply with all college policies and procedures. Perform other duties as assigned by the Vice President of Learning or President. Support ongoing compliance with all college, Board of Trustees, and North Carolina Community College System policies and procedures. Areas of Oversight The Dean, BIAT provides vision and leadership for: Aviation Systems Technology, Business Administration, Computer-Aided Drafting Technology, Computer Integrated Machining, Electrical Systems Technology, HVAC Technology, Information Technology, Welding Technology Typical Qualifications Minimum Qualifications Master's degree in business administration, education, higher education administration, information technology, industrial technology, workforce development, or a closely related field from a regionally accredited college or university. Minimum of two years of progressively responsible administrative, supervisory, or academic leadership experience. Minimum of four years of teaching, workforce development, industry, or other directly related professional experience. Demonstrated experience supervising personnel and managing programs, budgets, or organizational operations. Preferred Qualifications Administrative or leadership experience in a community college or higher education environment. College-level teaching experience. Experience overseeing career and technical education, workforce, business, information technology, or applied technology programs. Experience developing partnerships with employers, industry, workforce organizations, or community partners. Experience with curriculum development, program review, assessment, and/or accreditation. Experience with grant-funded programs or other restricted funding. Knowledge of North Carolina Community College System programs, policies, and procedures. Experience using learning management systems such as Canvas. Demonstrated commitment to student success and continuous improvement. Strong leadership, communication, organizational, planning, and interpersonal skills. Knowledge, Skills & Abilities Work Environment Primarily an office and educational environment with regular interaction with students, employees, industry partners, and the public. Periodic visits to classrooms, laboratories, shops, and technical training areas where noise, machinery, equipment, fumes, dust, or temperature variations may be present. Regular travel between College locations and occasional local or regional travel. Some evening and weekend work may be required. Physical Requirements Ability to perform primarily sedentary work with periodic standing and walking throughout College facilities, including classrooms, laboratories, and technical training areas. Ability to operate standard office equipment, review documents and computer screens, and communicate effectively with others. Ability to occasionally move or position materials associated with assigned duties. Ability to travel between College locations and other assigned work sites.
