The Law Librarian responsibility is to direct and implement all aspects of the operations for the Taylor County Law Library and assist in research of legal documents requested by Taylor County Inmates by mail. This position is classified as non-exempt position being part-time and in person within County business hours of 8 a.m.-5 p.m. Monday-Friday. The single most important skill the librarian must have is to distinguish between the dispensing of legal advice, which is a crime per Texas Penal Code 38.12, 38.122 and 38.123—and helping patrons to help themselves by accomplishing effective research.
Essential Job Functions, Duties and Responsibilities:
TAYLOR COUNTY COURTHOUSE LIBRARY
Hours of operation will be required in person to serve the public with their needs and offer public notary services within the Courts regular business hours of 8 a.m.-5 p.m. Monday-Friday and close during the noon hour. Position hours can work half days being morning, afternoon or midday to achieve 20 hours per week. Must have computer skills for legal research and manage, process, document, file, and administer accounting data-system and on-line databases and printed publications in library. Provide assistance in understanding and using legal reference services whether in print or on-line databases. Provide assistance to public, litigants, students, attorneys, inmates by mail, and county employees. Maintain cash box and fees collected for copies and packets and deposit weekly at the Treasurer's Office. Keeps and files Deposit Warrants verifying such fees. Perform other duties within professional competencies, as assigned. Must be a Public Notary or willing to become a Notary.
Knowledge, Skills and Abilities:
Ability to work with and maintain confidential sensitive information. The public and attorneys should be given some degree of privacy. Excellent clerical and customer service skills. Ability to learn how the county interacts with other governmental entities and community agencies. Skill in operating personal computers, specifically word processing and Excel software. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with other county employees, public officials and the general public. Ability to learn effective measures to prevent claims and liability from originating in the department. Attention to detail in written communication, including spelling and mathematical skills. Learn not to always rely on spell-check programs.
Physical Demands:
Seeing, hearing, talking, bending, squatting, kneeling, twisting upper body, and lifting. Frequently sitting, standing, walking, communicating, and keyboarding.
Minimum Education:
Qualified applicants must have a High School Diploma or GED and have taken some college courses conferred by an accredited college or university, or some library and/or legal skills a plus.
Minimum Years of Experience/Training:
2 years of relevant experience; can be supplemented with clerical training or relevant additional schooling. Secretarial and office experience with increasing responsibilities. Skills to include various computer software programs and telephone/receptionist work. Organizational skills are essential.
Typing speed:
55 wpm. Previous work in a library or an attorney's office is a plus. Education in the fields of paralegal skills and library science is a plus. Some knowledge of the laws of the state of Texas is essential to avoid engaging in the unauthorized practice of the law.
Starting Salary:
