Qualifications/Experience Required General Qualifications cited in 55 Pa. Code 3270.241 and Keystone STARS Be a graduate of an approved 4-year college or university with a Pennsylvania teaching certificate in Early Childhood Education Be a graduate of an approved 4-year college or university and submit documentary evidence of the successful completion of a minimum of 24 semester hours in the Theory of Child Development, Early Childhood, or Elementary Education Be a graduate of an approved 4-year college or university and submit documentary evidence of at least 2 years of successful experience as a teacher in a public, nonpublic non licensed or accredited nursery or Kindergarten school.
