Summary:
We are seeking an experienced Biomedical/Clinical Engineer V to provide engineering and Healthcare Technology Management (HTM) support to the Air Force Medical Command (AFMEDCOM) at Fort Detrick, Maryland. This position supports the lifecycle management of medical technologies used for contingency, expeditionary, and War Reserve Materiel (WRM) missions. The engineer will support medical equipment from initial requirements identification and technical evaluation through acquisition, testing, deployment, sustainment, modernization, and disposal. This is an excellent opportunity for a Clinical/Biomedical Engineer with experience supporting DoD, Military Health System (MHS), DHA, Air Force Medical Service (AFMS), VA, or other federal healthcare programs.Telecommuting:
Primarily onsite at Fort Detrick. Ad hoc/situational telework and recurring telework may be authorized with Government approval.Responsibilities Essential Job Functions:
Provide comprehensive clinical and biomedical engineering support for medical equipment lifecycle management. Support contingency, expeditionary, and WRM medical equipment programs. Develop and evaluate medical equipment requirements and lifecycle replacement strategies. Perform technical assessments of medical devices and systems. Conduct medical-device market research and identify qualified OEMs and available technologies. Evaluate equipment against operational and clinical requirements and provide engineering recommendations. Support development of technical requirements and contracting/procurement packages. Collect and evaluate budgetary quotes and technical information from vendors. Support project management for medical-device acquisitions, deliveries, installations, replacements, and modernization efforts. Track ongoing projects and identify schedule, delivery, installation, and technical risks. Review historical medical maintenance and equipment data to identify reliability, maintenance, and replacement trends. Support development of total cost of ownership (TCO) analyses for medical equipment. Assist with Business Case Analyses (BCAs) comparing healthcare technology lifecycle management courses of action. Evaluate medical-device installation and site requirements, including: Electrical Plumbing HVAC Structural requirements Basic construction Environmental requirements Information technology Cybersecurity Network/interface requirements System integration Assess medical-device cybersecurity and Risk Management Framework (RMF) requirements. Coordinate with OEMs, cybersecurity offices, requirement owners, contracting organizations, and other stakeholders to resolve device connectivity, cybersecurity, interface, and lifecycle issues. Support engineering assessments, technology reviews, site surveys, and first article testing. Review medical maintenance plans and training options and provide recommendations. Research emerging medical technologies and industry changes that could improve or impact warfighter care. Provide engineering recommendations related to equipment modernization and enterprise-wide replacement/upgrade strategies. Support development and refinement of medical equipment requirements for deployable medical assemblages. Provide technical input and recommendations for policies and directives related to operational healthcare technology management. Communicate technical findings and recommendations clearly to Government and DoD personnel.Qualifications Necessary Skills and Knowledge:

Candidates must meet one of the following education/credential pathways: Path 1•Engineering Degree:
Bachelor of Science in Engineering or higher from an ABET-accredited professional engineering curriculum meeting the engineering coursework requirements of the position. Examples of acceptable engineering disciplines include: Biomedical Engineering Clinical Engineering Bioengineering Biomechanical Engineering Electrical Engineering Mechanical Engineering Biochemical Engineering Other qualifying engineering disciplines Path 2•CCE:
A candidate with another bachelor's degree may qualify if they are currentlyCertified in Clinical Engineering (CCE) through the American College of Clinical Engineering (ACCE), subject to verification against the position requirements. Minimum 3 years of Healthcare Technology Management (HTM) and clinical engineering experience involving analysis of a broad range of medical-device requirements. Experience must include: Medical device/system lifecycle analysis Project management Requirements management Market research Technical capability evaluations Clinical human factors analysis Medical equipment installation requirements IT/network considerations Medical-device cybersecurity System/interface integration Facilities and environmental considerationsTravel:
Periodic CONUS travel is required for conferences, site visits, first article testing, military medical exercises/planning meetings, and equipment deployment activities. Must be a US Citizen. Must be eligible for and successfully complete a Tier 1 (NACI) background investigation prior to performing work. Must be able to obtain and maintain required Government identification and system access, including a Common Access Card (CAC) as applicable.Preferred Qualifications:
A Master's degree or higher is preferred but not required.
