Job Description Position Summary HVJ is seeking a highly motivated and experienced Senior Civil Engineer to support and expand our municipal infrastructure practice in South and Central Texas. This role is focused on project procurement, design, client development, technical leadership and production for roadway, drainage, and utility engineering design projects serving municipal clients. The ideal candidate will leverage established relationships, local market knowledge, and strong technical expertise to help identify, pursue, and win public-sector infrastructure projects, while also supporting project delivery and mentoring junior staff. Key Responsibilities Project Procurement & Business Development Lead and support pursuit strategies for municipal roadway, drainage, and utility projects Identify and track upcoming municipal capital improvement projects (CIPs) in South and Central Texas Develop and maintain relationships with city, county, and municipal utility district (MUD) clients Develop and maintain relationships with prime firms and position for teaming in upcoming projects. Prepare and contribute to RFQs, RFPs, SOQs, and proposals, including technical approach, staffing, and fee input Coordinate with HVJ leadership on market growth strategies and target clients Attend and represent HVJ at client meetings, industry events, and municipal council/board meetings Technical Leadership & Project Delivery Support Provide senior-level technical production and oversight for roadway, drainage, and utility design projects Review and guide design efforts to ensure compliance with TxDOT, city, and local agency standards Support project managers and engineers during planning, design, and construction phases Assist with scope development, schedules, and budget planning Provide quality control reviews of plans, reports, and technical deliverables Team Leadership & Mentorship Mentor and support junior and mid-level engineers, train them with technical details Collaborate with multi-disciplinary teams including survey, traffic, environmental, and construction services Promote HVJ's culture of technical excellence, collaboration, and client service We are a company committed to creating diverse and inclusive environments where people can bring their full, authentic selves to work every day. Skills and Requirements Required Bachelor's degree in Civil Engineering Texas Professional Engineer (P.E.) license (active and in good standing) 10+ years of experience in civil engineering design with a focus on municipal infrastructure Demonstrated experience in roadway, drainage, and utility design, project procurement, proposal development, and client management Strong knowledge of municipal and TxDOT design standards Excellent communication, presentation, and interpersonal skills Ability to develop and maintain client relationships in South and Central Texas Proficient in AutoCAD 3D or similar design, and other civil design programs Preferred Existing relationships with municipal clients in South and/or Central Texas Experience working with cities, counties, MUDs, and other public agencies Master's degree in Civil Engineering (a plus)Similar remote jobs
