Plans, coordinates, and manages public works projects with an emphasis on pavement preservation projects. Provides management on assigned projects. The Engineering Technician provides mid- to senior-level technical support to the Land Development Division with additional shared duties supporting the Real Estate Team. Work includes reviewing civil improvement plans, dry utility plans and land development projects. The position involves preparing redlines, conducting research, compiling engineering data, assisting internal and external customers, and maintaining mapping, GIS, and as-built documentation. The position supports the Principal Engineer by completing reviews, preparing documentation, and managing routine engineering tasks that improve accuracy, efficiency, and compliance in the development review process. Essential Functions Performs detailed civil improvement plan reviews, including dry utilities (fiber, telecom, gas, and electrical), grading and drainage, paving, water and sewer, and stormwater pollution prevention plans. Reviews construction documents, drainage reports, design details, and associated engineering materials for compliance with city standards, codes, ordinances, and engineering best practices. Prepares clear, accurate technical redlines and supporting documentation for Principal Engineer review. Researches as-built drawings, utility maps, water and sewer records aerial imagery, and related data to support plan review. Reviews land development documents including site plans, subdivision plats, maps of dedication, legal descriptions and exhibits and related engineering reports. Conducts limited field checks as needed to verify utility conflicts, right-of-way conditions and existing infrastructure. Conducts research on city owned parcels, rights-of-way, easements, deeds, and recorded documents. Prepares or updates legal descriptions associated with dedications, acquisitions or adjustments as assigned. Assists with right-of-way verification, documentation, parcel boundary confirmation, and associated mapping request. Maintains accurate records of property boundaries, dedications, and right-of way history. Provides mapping and GIS data support to the Real Estate Team. Completes reviews of dry utility and fiber optic plan submittals. Prepares standardized comments and corrections request in accordance with city standards. Coordinates with utility company representatives, contractors and city staff to resolve conflicts and questions arising during design and construction. Assists in developing and ongoing maintenance of a GIS-based permit tracking system for dry utilities and fiber installations within the right-of-way. Organizes, maintains and updates records related to dry utility permits and installations. Responds to routine inquiries from developers, utility companies, consultants, and residents regarding plan review status, utility conflicts, right-of-way and parcel information, floodplain and drainage mapping, as-built drawing requests. Provides accurate, timely information consistent with city standards and policies. Assists with developer pre-application meetings, engineering forms, technical letters and correspondence. Coordinates with Development Services, Traffic Engineering, Real Estate, Public Works, GIS and other departments to resolve technical issues and ensure consistent service. Performs other related duties as assigned. Minimum Qualifications/Special Requirements/Success Factors Associate degree in Civil Engineering Technology, Land Surveying, Drafting, GIS, or a related technical field and four (4) years of technical civil engineering, land development, utility review, GIS, drafting, or closely related experience. Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.Knowledge of:
Civil engineering principles, land development processes, and municipal standards Dry utility systems (fiber, telecom, power, gas) and right-of-way construction practices Reading and interpreting civil plans, plats, easements, legal descriptions and exhibits, and maps GIS concepts, mapping practices, and spatial data interpretation Legal descriptions, property boundary research, and right-of-way documentation City codes, ordinances, design standards and engineering best practices As-builts drawing formats and record management systems Skill in: Technical plan review and preparation of redlines GIS data research, map interpretation, and basic editing Reading and understanding plats, as-builts, and quarter section maps Preparing technical reports, spreadsheets, and engineering correspondence Effective verbal and written communication with customers and staff Managing multiple projects with a high level of accuracy and attention to detail Ability to: Interpret engineering drawings, utility plans, legal descriptions, and property records Perform thorough, consistent reviews of civil improvement documents Operate plan review software, permit tracking systems, GIS platforms, CAD viewers and standard office software Provide clear, accurate information in a customer-facing environment Work independently, prioritize tasks, and meet deadlines Establish and maintain cooperative working relationships across departments Special Requirements Occasional field work in various weather conditions.
