Director of Engineering - Electronics Manufacturing (EMS / PCBA)

$145,000 - $165,000 per year NEOTech is hiring a Director of Engineering to lead engineering across multiple sites from our Carlsbad, CA facility. This is a hands-on leadership role for an experienced EMS engineering leader who can own manufacturing engineering, process engineering, and test engineering end to end, and who wants a seat at the table with senior leadership. You will set engineering strategy, drive new product introduction, improve process capability, and build a team that solves real production problems on the floor. If you have led engineering in a printed circuit board assembly environment and know what it takes to move from quote to qualified process to stable production, we want to talk with you. What You Will Do Lead and develop a multi-site engineering organization spanning manufacturing engineering, process technicians, and test engineering. Plan, analyze, and evaluate all phases of engineering programs, plans, procedures, and staffing. Own risk management and FMEA, process validation, and adherence to ESD and board handling requirements, including Moisture Sensitive Device (MSD) handling by component MSL. Develop manufacturing engineering plans and strategies for specific products, processes, and technologies. Review and establish labor and NRE quotes for new and existing products. Investigate manufacturing process and business problems and deliver short- and long-term solutions. Partner with production to identify and direct opportunities that improve revenue and reduce cost. Determine production floor space and capital equipment needs, obtain vendor quotes, and build capital proposals. Develop and track measurements that reduce new product introduction (NPI) cycle time. Develop ECO and NPI procedures and continuously improve them. Develop and implement environmental health and safety policies and procedures, including industrial hygiene, environmental engineering, and hazardous material transportation. Support facility maintenance, compliance, safety, and reporting as required. Support and follow all ISO standards tied to NEOTech's Quality Management Systems (quality, environment, health, safety, and security). Support corporate and site 6S objectives. Provide technical consulting and guidance to other engineers and offer alternate methods for solving process, business, and technical problems. What You Bring Bachelor's degree in Engineering or a similar discipline. 10+ years of experience in the electronics industry, with a strong understanding of all EMS processes for printed circuit board manufacturing. Proven ability to manage a large staff and multiple concurrent technical projects. Ability to lead cross-functional teams and influence people to work together. Balance of strategic thinking and strong analytical skills, with the ability to execute. Experience with labor quoting and process improvement. Knowledge of

Modules 1 and 2. Ability to use an electronic manufacturing system (OCuity or similar MES). Proficiency in Microsoft Office and related applications. Ability to multi-task and meet deadlines. Due to ITAR and / or CUI compliance, this position requires candidates to be a U.S. Citizen or U.S. Permanent Resident.
