Job Description:
Holtec International is seeking a highly experienced and strategic Level 3 Quality Engineer to lead enterprise-wide quality initiatives and ensure compliance with nuclear industry standards and regulatory requirements. This role is responsible for shaping quality strategy, driving innovation in quality systems, and serving as a technical authority on quality matters. The Level 3 Quality Engineer will provide guidance to senior leadership and mentor engineering teams across the organization.
Specific Areas of Responsibility:
Defining and implementing strategic quality objectives aligned with organizational goals. Lead enterprise-wide quality improvement initiatives and risk mitigation strategies. Serve as the technical authority on industry codes and standards, including ASME, ISO, NQA-1, and NRC regulations. Oversee and approve complex quality documentation, including design verification, inspection plans, and regulatory submissions. Primary lead for third party audits and regulatory inspections, interface directly with NRC and other governing bodies. Develop and implement advanced quality tools and methodologies (e.g., FMEA, DOE, reliability engineering). Mentor and coach engineering and quality staff; lead technical training programs. Drive supplier quality strategy, including qualification, performance monitoring, and corrective action programs. Collaborate with executive leadership to influence product and process design for quality assurance. Represent the company in industry forums, technical committees, and regulatory engagements. Preparation and review of procedures. Perform oversight at vendor facilities and during construction activities.
Minimum Requirements:
Bachelor's degree in engineering or related field and 10+ years of quality assurance experience in the nuclear industry or in manufacturing. Expert-level knowledge of ASME Section
III & VIII, ISO
9001, NQA-1, 10CFR21, and NRC regulatory frameworks. Proven track record of leading quality programs in complex, regulated environments. Exceptional leadership, strategic thinking, and communication skills. Experience in managing cross-functional teams and enterprise-level projects.
Optional Additional Requirements:
Knowledge of NDE methods: Knowledge of dimensional inspection tools (e.g., CMM, FARO Arm). Experience in root cause analysis and corrective action processes. Minimum of five years' experience in a manufacturing facility and/or engineering. Prior experience leading teams or mentoring junior engineers. Proficiency in Microsoft Office and quality management software. Proficiency in quality management software and data analysis tools. Experience in the development of procedures. Prior experience working in the nuclear industry. Experience with regulatory requirements for Commercial Grade Dedication.
Salary Range:
