Job Description
Position Summary:
The Manager, Manpower Planning and Reporting is responsible for long-term planning (3+ months) analytical needs and will liaise with the respective Manager(s) from assigned Operations Departments to determine long-term manpower, equipment, facility, and other resource needs. The Manager will enable tracking of key financial and manpower metrics within Operations, support the development and maintenance of staffing models, and support forecasting of required manpower levels across the operation and the development of medium- and long-term staffing and hiring plans in conjunction with the rolling 18-month forecast. Additionally, the Manager will serve as a primary point of contact between the broader Operations Planning & Analysis organization, ensuring alignment across Operating groups and creating a Single Voice of Ops for key stakeholder groups. The Manager will also work with Inform Ground Star Planning and Real Time to support station rosters, staffing authorizations, and backend station profiles and configurations.
Essential Responsibilities:
- Serve as the primary resource planning liaison between the Operational Team and other business departments
- Provide analytical and operational support to Operations leadership
- Support budget and goal development for operational business units
- Develop dashboard and database designs and coordinate with internal technical teams and IT to deliver final implementations
Create, develop, and maintain individual department annual headcount staffing plans that account for budget/network schedule and support updates to the rolling 18-month forecast and establish processes to ensure appropriate staffing authorization levels of Airport crewmember resources to execute the published schedule
Coordinate with Finance, Network and Schedule Planning, and Operations departments to evaluate future schedules and quantify impacts on staffing, cost, and operability
Ensure manpower authorization levels comply with departmental and regulatory requirements
Collaborate with JBU on the timing and availability of resources required to train crewmembers
Support JetBlue's Operations resource planning strategy through data based analyses
Conduct analyses to optimize profitability and ensure schedule operability
Develop business cases in support of Operations initiatives and provide feedback on forecasted benefits in coordination with the broader Operations Planning & Analysis organization
Maintain and enhance collaborative relationships with Airports, JBU Leadership Teams, Network and Schedule Planning, Finance, IT, Corporate Real Estate, and Recruiting
Work with Inform Ground Star Planning to develop, maintain, and implement station rosters and staffing authorization requirements in support of operational staffing plans
Work with Inform Ground Star Real Time to manage, maintain, and update backend station profiles and configurations as necessary to support accurate staffing and real-time operational execution
Take a significant role in the development of crewmembers to support their engagement, growth, and goal achievement
Other duties as assigned
Minimum Experience and Qualifications:
Bachelor's Degree in Business, Finance, Operations, Engineering or in a relevant field; OR demonstrated capability to perform job responsibilities with a High School Diploma/GED and at least four (4) years of previous relevant work experience
Five (5) years of experience in manpower planning, business planning, resource planning, strategic planning, or related work
Three (3) years of experience in Airports Planning or Technical Operations Planning
Demonstrated leadership experience
Strong verbal and written communication skills
Strong interpersonal skills
Available for occasional overnight travel (10%)
Must pass a pre-employment drug test
Must be legally eligible to work in the country in which the position is located
Authorization to work in the US is required, this position is not eligible for visa sponsorship
Preferred Experience and Qualifications:
Master's Degree in Aviation, Business, Finance, Operations, Engineering or related field
Experience with SQL Server, Excel VBA, Tipco, Tableau or similar tools,
Inform Ground Star Planning and Inform Ground Star Real Time Crewmember Expectations:
Regular attendance and punctuality
Potential need to work flexible hours and be available to respond on short-notice
Able to maintain a professional appearance
When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

Uphold JetBlue's safety performance metric goals and understand how they relate to their duties and responsibilities

Compensation:
The base pay range for this position is between $114,000.00 and $170,000.00 per year. Base pay is one component of JetBlue's total compensation package, which may also include performance bonuses, restricted stock units, as well as access to healthcare benefits, a 401(k) plan and company match, crewmember stock purchase plan, short-term and long-term disability coverage, basic life insurance, free space available travel on JetBlue, and more.
