Outside Plant and Engineering Manager

#2026-24 The C ity of Sherwood is looking for an Outside Plant and Engineering Manager ! Under the direction of the Broadband Manager, the Outside Plant Manager (OSPM) is responsible for planning, design, construction, and management of the City's fiber optic outside plant infrastructure. The OSPM manages outside plant engineering and construction activities performed by City employees and outside vendors and directly supervises Broadband Install Technicians. This position provides advanced engineering expertise, oversees large-scale broadband projects and day-to-day field operations, assigns and prioritizes work, develops staff, and ensures compliance with codes, standards, safety requirements, and regulations. The role requires technical leadership, strong people and project management capabilities, and the ability to coordinate across City staff, contractors, customers, and community stakeholders.

Essential Duties:
Engineering & Design Oversight:
Plan and design fiber optic outside plant networks, including aerial, underground, and conduit systems. Prepare construction drawings, specifications, and as-built records.
Project & Resource Management:
Lead large-scale broadband infrastructure projects. Develop budgets, schedules, staffing and resource plans; coordinate internal crews and contractors; oversee contractor performance; and provide regular updates to City leadership.
Field Inspections:
Conduct site surveys and inspections to validate design feasibility and construction quality.
Stakeholder Coordination:
Work with utility providers, regulatory agencies, and contractors to ensure timely delivery.
Procurement & Contracting:
Prepare RFPs, review bids, and recommend vendors or contractors for City projects.
Financial and Administrative Management:
Assist in development of financial planning for both internal and contract projects. Verify invoices for accuracy on ongoing projects.
Permitting Management:
Identify necessary permitting agencies and acquire permits as necessary from any municipality, government agencies and utilities who have authority over right of way.
Safety & Compliance:
Ensure adherence to codes, safety standards, and environmental regulations.
Staff Supervision & Development:
Directly supervise Broadband Install Technicians and other assigned staff. Assign and prioritize work; establish performance expectations; provide coaching, training, feedback, and technical direction; conduct performance evaluations; address performance or conduct issues in coordination with the Broadband Manager and Human Resources; and support employee development and succession planning.
Workforce Planning & Administration:
Manage staff schedules, leave coverage, overtime and on-call assignments; participate in hiring and onboarding; maintain appropriate staffing and training levels; and coordinate personnel needs with the Broadband Manager. Ensure time, work activity, and other operational records are completed accurately and timely.
Field Operations Management:
Plan and coordinate daily outside plant construction, installation, activation, maintenance, and restoration activities. Balance crew workload and priorities, coordinate equipment and materials, monitor productivity and quality, and resolve engineering, construction, installation, and customer-impacting challenges encountered during field operations.
Emergency Response & On-Call Coordination:
Coordinate and oversee outside plant restoration activities during network outages, including assignment and direction of staff and contractors, ensuring rapid response and repair efforts are effectively managed at any time of day or night to minimize service disruptions and maintain system reliability. Collaborate respectfully and effectively with internal staff, external customers, and team members, fostering strong working relationships and contributing to a positive, inclusive, and productive work environment that supports organizational goals.
TYPICAL QUALIFICATIONS
Knowledge of:
This role requires expertise in fiber optic engineering, construction, installation, splicing, testing, and troubleshooting practices, as well as a strong understanding of OSP construction standards, permitting processes, right-of-way management, and field safety practices. It also requires knowledge of supervisory and personnel management principles, including work planning, employee development, performance management, and team leadership, along with project management principles such as budgeting, scheduling, resource planning, and contract administration. Proficiency with GIS, CAD, and related network design tools is essential, along with a thorough knowledge of applicable municipal, state, and federal broadband regulations.
Ability to:
This position involves supervising and developing field staff while leading complex broadband projects and daily outside plant operations. The role requires effectively assigning and prioritizing work, managing schedules and resources, setting expectations, providing constructive feedback, resolving personnel and operational issues, and maintaining a safe and productive work environment. The position must also collaborate effectively with contractors, City staff, customers, and regulatory agencies; analyze field conditions and recommend design or construction adjustments; and communicate clearly in writing and verbally with employees, stakeholders, and City leadership.
Education & Experience:
The position requires a bachelor's degree in Civil Engineering, Electrical Engineering, Telecommunications, Construction Management, or a related field, along with a minimum of five years of professional experience in outside plant engineering, construction, or broadband operations, including at least two years of project management or supervisory/lead experience, or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above duties. A Professional Engineer (PE) license is preferred but not mandatory, and a PMP certification is considered desirable.
Licenses & Certifications:
A valid driver's license, or the ability to obtain one within six months, is required for this position. Additionally, industry certifications in fiber optics, construction, or project management are preferred and considered advantageous.
SUPPLEMENTAL INFORMATION
Physical Demands:
Frequent walking, standing, and fieldwork. Must be able to lift up to 50 pounds, distinguish fiber colors, and perform fine manual tasks.
Working Conditions:
Indoor office work combined with frequent outdoor inspections in all weather conditions. May require evenings, weekends, or holiday work to meet project deadlines.
