To support continued growth and service excellence, our Board of Directors has approved an ambitious $464 million, three-year Capital Improvement Program focused on expanding and modernizing critical water and wastewater infrastructure across our service area. The Opportunity BJWSA is seeking a strategic, visionary, and results-driven Capital Program Director to lead the planning and execution of our extensive capital improvement portfolio. Reporting to executive leadership, this position serves as a key organizational leader responsible for establishing project management standards, directing large-scale infrastructure initiatives, guiding engineering and construction teams, and advising senior management and the Board of Directors on critical capital investments. What You'll Lead Strategic Leadership Drive the successful execution of BJWSA's multi-year Capital Improvement Program. Develop and implement long-range infrastructure strategies and master plans that support regional growth. Establish project governance standards, methodologies, and performance measures across the Engineering Department. Provide executive-level recommendations on project priorities, policy development, risk management, and resource allocation. Capital Program Delivery Oversee planning, design, construction, renovation, and maintenance projects throughout BJWSA's water and wastewater systems. Manage budgets, schedules, consultant teams, contractors, and project performance to ensure successful delivery. Ensure compliance with all applicable local, state, and federal regulations, permitting requirements, and industry standards. Assist with land acquisitions, easements, and rights-of-way necessary for project execution. Board & Stakeholder Engagement Serve as a key resource to the Board's Capital Projects Committee. Present project updates, budget impacts, change orders, and strategic recommendations. Build strong partnerships with municipalities, developers, consultants, contractors, regulatory agencies, and customers. Team & Organizational Leadership Lead, coach, and develop a high-performing team of professionals. Champion a culture of safety, accountability, innovation, and continuous improvement. Guide recruitment, succession planning, employee development, performance management, and employee relations initiatives. Lead special projects and organizational improvement efforts that advance BJWSA's mission and strategic goals. What We're Looking For Education & Experience Bachelor's degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, Project Management , or a related field. Minimum 8 years of progressively responsible experience in project or program management, preferably involving water, wastewater, or other complex infrastructure systems. Minimum 5 years of management and leadership experience . Demonstrated success leading large-scale capital programs from planning through construction. Required Qualifications Current South Carolina Professional Engineer (PE) License . Preferred Qualifications Project Management Professional (PMP) certification. Experience working with public utilities, municipalities, or government agencies. Strong background in capital planning, utility master planning, and infrastructure delivery. Why BJWSA? $105,726.40 - $163,862.40 per year
