Job Description
Duties Description The Professional Engineer 1 in the Region 2 Air Program will be responsible for reviewing Air permit application for regulated facilities under the general guidance and the supervision of the Section Chief. Air permit applications, which include Title V, State Facility and Registrations, are reviewed for their completeness and accuracy. The review includes facility's compliance requirements to maintain air quality standards and determination of project's consistency with the Climate Leadership and Community Protection Act (CLCPA) initiatives. Staff is expected to prepare appropriate permits independently with minimal help of senior staff, use special database tools such as Air Facility System (AFS) to write permits with applicable federal and state requirements and for other related purposes. Staff is expected to communicate with Division of Environmental Permits, Central Office, and EPA staff on achieving a complete and accurate permit for a project. Staff is expected to attend meetings with the facilities to discuss the project and applicable requirements as needed. Staff is also expected to perform routine inspections at air pollution sources, complete inspection reports in AFS and implement appropriate follow-up actions. Staff will also review compliance reports, stack test protocols/reports and other reports submitted by facilities. Staff is expected to communicate with applicants/consultants on questions or comments on submitted protocols/reports and/or for compliance determination purposes. Staff is expected to participate in Technical Support Workgroup meetings when needed, attend training sessions to keep up to date with rules and regulations. Also, any special assignments by the Division must be carried out by the staff. Staff must have excellent communication and language skills to be able to clearly, concisely and coherently discuss and explain the program needs and requirements. Minimum Qualifications Reassignment
- Currently in the title and an employee of DEC or Reinstatement Eligible
- Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible
- One year of permanent competitive service at Salary Grade 22 or higher and either: Eligible for transfer under Section 70.
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired underNY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in aNY HELPS
title, employees may take part in any promotion examination for which they are qualified.Note:
If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered. Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs): "A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees:
Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience:
One year of full-time experience in sanitary, public health or environmental engineering." Additional Comments The posted hiring rate includes the sum of the statutory hiring rate for PS&T Grade 24 ($91,298), an Increased Hiring Rate ($11,396), Geographic Pay Differential ($13,500), and Downstate Adjustment/Location Pay ($4000). The posted job rate is the sum of the statutory job rate ($115,252), Geographic Pay Differential ($13,500) and the Downstate Adjustment/Location Pay ($4,000). Travel may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
