Civil Engineering Position Overview Engineer IV to serve as a senior technical and client leader for our Utility Practice in Asheville or Charlotte, North Carolina. This role will build and maintain trusted relationships with North Carolina utility clients, lead the delivery of high-quality and constructable engineering documents, and develop the technical staff needed to support client and regional growth. The ideal candidate is an experienced water and wastewater engineer and North Carolina-registered Professional Engineer who combines technical leadership, project management, client service, business development, and staff mentorship. This position will exercise independent judgment on complex technical, staffing, and client matters while collaborating with practice and regional leadership. Primary Responsibilities
- Serve as a primary point of contact for utility clients and build long-term relationships grounded in responsive service and trust.
- Attend client and public meetings, including occasional evening meetings.
- Support business development in North Carolina by identifying opportunities, meeting with existing and prospective clients, and assisting with proposals and statements of qualifications.
- Represent Three Notch Group in professional and community organizations, such as NC AWWA-WEA and the North Carolina League of Municipalities, to strengthen the firm's utility presence in the region.
- Direct and review computer-aided engineering and design work used to prepare plans, reports, computations, design documents, and quantity estimates.
- Lead the preparation and modification of reports, specifications, plans, construction documents, studies, permits, and designs for water and wastewater projects.
- Participate in project quality assurance and quality control in accordance with practice and project quality-control plans.
- Assist with construction-phase management and observation in accordance with contract documents.
- Define complex problems, collect and evaluate data, establish facts, and draw valid conclusions.
- Read, analyze, and interpret engineering and construction documents, professional publications, technical procedures, and governmental regulations.
- Develop or assist with opinions of probable construction cost and recommend changes that improve project quality.
- Exercise independent judgment on technical, staffing, and client matters while coordinating with practice and regional leadership as appropriate.
- Prepare or assist with project scopes, fee estimates, schedules, and other required deliverables.
- Lead complex projects involving specialized skills and multidisciplinary teams while maintaining budget and schedule milestones.
- Manage assignments efficiently to achieve quality, schedule, budget, direct-labor, and other position-specific financial goals.
- Mentor and develop engineers and technical staff, supporting progress toward professional licensure and leadership roles.
- Participate in professional activities and assigned development, maintain required continuing education and licensure, follow company policies, and perform other duties as assigned.

- Bachelor of Science degree in Civil Engineering, Environmental Engineering, or a related engineering discipline with 10 or more years of experience.
- At least five years of experience serving North Carolina clients, including cities, counties, water or sewer boards, or utility authorities.
- Experience designing and permitting water and wastewater projects, including treatment facilities, distribution and collection systems, booster and lift stations, storage tanks, hydraulic models, and system master plans. Experience in both water and wastewater is preferred.
- Demonstrated experience managing engineering projects, project teams, and client relationships; experience leading an office group or team is preferred.
- Current registration as a Professional Engineer in North Carolina is required.
- Working knowledge of NCDEQ permitting and funding programs and local-government approval processes is preferred.
- Established relationships with municipal clients in the region and a demonstrated record of business development are preferred.
- Valid driver's license and ability to travel regularly to local client and project sites, with occasional overnight travel.
- Excellent verbal and written communication, organizational, and interpersonal skills.
- Basic proficiency with AutoCAD, Civil 3D, and/or OpenRoads is preferred.
- Proficiency with Microsoft Office Suite or related software.
- Ability to sit and work at a computer for prolonged periods and perform the seeing, hearing, talking, standing, stooping, bending, walking, reading, writing, and reaching required for the role.
- Ability to lift 25 pounds or more and work extended hours when needed.

$120,000.00 - $175,000.00 per year
