at State of Delaware in Dover, Delaware, United States Job Description This position will be primarily responsible for the Source of Supply process as well as managing consultant material inspection contracts (primarily steel and precast concrete elements). Troubleshooting production & field issues, coordinate with industry, research new technologies, train staff and other duties. The position is a subject matter expert. This position is required to interpret test results and provide information to others. JOB REQUIREMENTS
for Engineering/Planning/Surveying Technician IV Applicants must have education, training and/or experience demonstrating competence in each of the following areas:Engineering Support Materials & Research:
Three years experience in construction material testing and laboratory or field sampling procedures and equipment used in testing highway construction materials such as soils, aggregates, asphalt, hot-mix/warm-mix asphalt, Portland cement, or Portland cement concrete. Threes years experience in developing analytical and technical documents such as reports, maps, or geographical representations of data. Three years experience in interpreting standard test procedures, specifications, and plan documents or technical drawings. One year experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data. One year experience in project management which includes planning, developing, implementing, managing and evaluating projects or testing requirements to ensure objectives are met. Knowledge of contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts. Knowledge of developing and reviewing highway construction designs, plans, specifications, studies, or surveys. Knowledge of staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
