Coal Creek Consulting is looking for an experienced, self-motivated professional to join our team as a Site Acquisition Specialist II in the Portland, OR / Seattle, WA market. This is a client-facing role for someone who already knows site acquisition and is ready to run projects independently. You'll manage leasing and entitlement activities for wireless telecommunications projects — new site development, modifications, renewals, and amendments — acting as an agent for our clients with property owners, tower companies, and jurisdictions across the Pacific Northwest. If you have a background in right-of-way siting, zoning, or permitting, we want to hear from you. this is a local, in-market position. You must currently live in the Portland, OR or Seattle, WA area to be considered. Applicants residing outside this market will not be considered, and relocation is not offered.

Essential Duties and Responsibilities:

Conduct file audits and independently research and evaluate potential sites to identify and qualify the best properties for telecommunications equipment. Prepare and submit Site Candidate Information Packages (SCIPs) for client review and approval with minimal oversight. Independently prepare and skillfully negotiate leases, amendments, renewals, easements, and access agreements, and secure landlord consents and notices in accordance with lease terms. Prepare and submit zoning and permitting applications and regulatory filings, working directly with jurisdictions to obtain approvals and resolve entitlement issues. Review drawings, title, and easement documents for accuracy, providing reliable redlines that reflect leasing entitlements, land use rights, and jurisdictional requirements. Compile and submit complete Notice to Proceed (NTP) packages, and track deadlines and task updates in Quickbase and client databases. Serve as the primary point of contact for landlords and clients — leading meetings, site walks, and negotiations, and delivering timely updates and solutions. Represent clients in community meetings and public hearings, and deliver accurate, complete work that reflects Coal Creek's standards and values.

Secondary Duties and Responsibilities:

Build rapport and trust with landlords and property owners on behalf of our clients. Coordinate project hand-offs between departments and support internal teams with accurate site information. Maintain familiarity with entitlement processes and zoning trends within assigned markets.

Qualifications:

Three to four years of site acquisition experience in the wireless telecommunications industry, or an equivalent combination of education and experience. Bachelor's degree preferred. A degree in Urban or Regional Planning, Real Estate, Geography, Public Administration, or a related field is a plus. Right-of-way siting experience is strongly preferred. Zoning and/or permitting experience is strongly preferred, including experience working directly with jurisdictions. Experience in a planning department, building department, or with a utility is highly valued and transfers well to this role. Valid driver's license and reliable transportation. Real estate background or license in the state of service preferred. Notary stamp preferred. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook), Adobe Acrobat, Google Earth, and GIS Maps; ability to learn Quickbase and client databases. Ability to read, analyze, and interpret business, legal, and technical documents and jurisdictional requirements, and to communicate clearly in writing and in person. Strong problem-solving skills with the ability to work through complex, practical challenges.

Requirements:

Must currently reside in the Portland, OR or Seattle, WA area. Our Site Acquisition Specialists live in the market they support so they can meet with landlords, jurisdictions, and clients in person. This is a hybrid position — you will work remotely from a home office, with field site visits in Oregon and Washington as needed. A background check and drug test are required. Will need a dedicated home office set up, with high-speed internet. We will provide all computer equipment needed. Willingness to travel, hike, and climb ladders to visit sites, as needed. Access to a 4-wheel drive vehicle is preferred. Occasional exposure to outdoor conditions.
