The New Mexico Department of Transportation (NMDOT) is charged with providing a safe and efficient transportation system for the traveling public. In fulfilling this mission, the agency must be aware of the existing environment to avoid errors and omissions in project designs. The Hazardous Material Investigation Bureau (HMIB) plays a critical role in furthering the NMDOT's mission by studying the existing environment for past and present uses that might have resulted in the use of hazardous substances in structures or contaminant spills and releases to soil or groundwater. As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government. Why does the job exist? The position exists to, as early as possible, identify if hazardous substances and/or contamination exist within the limits of a planned transportation project. The goal is early identification during project design to avoid cost overruns, time delays, and accidents and regulatory infractions during construction. How does it get done? The primary responsibilities of this position will include: Perform hazardous material investigations for transportation projects in accordance with the American Society for Testing and Materials (ASTM International) and NMDOT standards and requirements. Interpret engineering design plans. Develop appropriate investigation scopes of work. Collect and evaluating data. Make technically sound recommendations to address contamination. Verify that all recommendations are incorporated into the final design plans. Assign hazmat investigations to consultants and review the same for sufficiency and compliance with NMDOT reporting requirements. Perform peer reviews, provide technical support, cross training, and assisting with other Bureau functions. Who are the customers? The HMIB's primary customers include staff in the NMDOT's Infrastructure Division (project design engineers, right of way professionals, environmentalists, bridge engineers, drainage engineers, etc.); construction project managers; and the NMDOT's Office of General Counsel. Secondary customers include all other agency staff. Minimum Qualification Bachelor's degree in Geology, Geochemistry, Hydrology, Hydrogeology, Chemistry, or Environmental Science, and two (2) years of experience directly related to the purpose of the position at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Must possess a current Hazardous Waste Operations and Emergency Response (HAZWOPER) certificate or be eligible for certification within six months of hire. Working Conditions Work is performed primarily in an office setting with occasional statewide travel (some for extended periods) in all weather conditions. The selected candidate may be exposed to a variety of work-site hazards including: carry field equipment (photo ionization and flame ionization detectors and other field instruments) while wearing personal protective equipment; walking over uneven terrain and adjacent to heavy traffic under traffic control conditions; assessing structures in various states of disrepair, noxious plants; venomous insects and reptiles; and VDT or ultraviolet rays other than sunlight.
