Your impact We are seeking an experienced Senior Resident Dam and Tunnel Engineer to provide technical leadership, construction oversight, and engineering support for a complex dam and tunnel infrastructure program. This role will serve as a senior technical representative in the field, supporting the Client and coordinating closely with the Contractor's engineering, construction, quality, and project controls teams. The successful candidate will bring extensive experience with dam, tunnel, underground, or heavy civil construction and a strong understanding of design review, constructability, inspection, quality assurance, and field engineering. As a Senior Resident Dam and Tunnel Engineer, you will assist the Client in verifying that the project is constructed in accordance with the Employer's Requirements, technical specifications, approved designs, and applicable contractual obligations.

Your responsibilities may include:

Verify that the works are constructed in accordance with the Employer's Requirements, technical specifications, approved design documents, and contract requirements. Facilitate and expedite the resolution of technical issues by coordinating with the Client, Contractor, designers, and discipline-specific technical experts. Ensure inspection deliverables are completed and that the project receives the appropriate level of inspection and engineering support. Monitor and report on project progress, technical issues, risks, and other matters affecting successful implementation. Monitor and report on the compliance and effectiveness of the Contractor's quality assurance and quality control program. Support the Contractor's Quality Assurance Manager in ensuring that QA/QC requirements are fully implemented in the field. Conduct thorough and regular onsite inspections of construction activities, including testing, workmanship, materials, temporary works, and completed work. Review construction activities and field conditions to anticipate potential design, quality, safety, schedule, or constructability issues. Provide technical recommendations and timely advice to the Client's Contracting Officer or designated representative. Review design assumptions and confirm that they are consistent with actual site conditions and construction requirements. Provide overall technical oversight of the Contractor's engineering activities onsite and manage assigned engineering and inspection personnel. Coordinate the preparation and review of performance specifications, reference plans, drawings, technical submittals, and related design deliverables. Apply broad knowledge of engineering principles, construction practices, and applicable codes and standards. Analyze design and constructability issues identified through over-the-shoulder reviews, technical workshops, field observations, and design deliverables. Develop practical and effective techniques, procedures, and recommendations to resolve technical and construction challenges. Establish and maintain strong working relationships with the Client, Contractor, design consultants, and project stakeholders. Establish communication and coordination procedures to ensure that preconstruction and design-related activities are properly integrated. Coordinate with the Client's and Contractor's project controls teams to support delivery within the approved project schedule and budget. Implement strategies and processes to help mitigate schedule, cost, technical, and construction risks. Provide technical training, mentoring, and guidance to engineers, inspectors, and other project personnel. Provide data, graphics, photographs, field information, and other materials required for internal, external, and public progress reporting. Provide training and support to the project QA/QC team regarding inspection procedures, documentation, specifications, and quality requirements. Manage and review Contractor submittals for compliance with the Employer's Requirements, technical specifications, contract documents, and approved design criteria. Identify, document, track, and monitor issues arising during execution of the works through resolution. Support the preparation of responses to the Contractor's requests for information, technical queries, and requests for clarification. Serve as a primary point of contact for the Contractor's technical engineering team onsite. Review daily reports prepared by Contractor personnel and verify that reported activities, progress, resources, testing, and issues are accurate and complete. Review monthly reports prepared by Contractor personnel for compliance with contract requirements and reporting standards. Provide Client personnel with supporting information, records, photographs, and technical documentation from the field, as required. Maintain clear and complete records of inspections, technical reviews, field observations, nonconformances, correspondence, and decisions. Here's what you'll need Bachelor's degree in civil engineering, geological engineering, geotechnical engineering, structural engineering, construction engineering, or a related discipline. Typically, 15 or more years of progressive experience in dam, tunnel, underground, heavy civil, or major infrastructure construction. Demonstrated experience providing resident engineering, construction management, field engineering, or technical oversight on complex dam or tunnel projects. Strong understanding of dam and tunnel design principles, construction methods, materials, temporary works, excavation, support systems, concrete placement, waterproofing, grouting, instrumentation, and associated infrastructure. Experience reviewing designs, technical specifications, calculations, drawings, method statements, inspection and test plans, and construction submittals. Demonstrated ability to identify and resolve design, constructability, quality, and field engineering issues. Experience managing or coordinating multidisciplinary engineering, inspection, and quality teams. Strong knowledge of construction quality assurance and quality control processes, inspection requirements, testing procedures, and documentation. Experience reviewing contractor daily and monthly reports and monitoring construction progress and technical performance. Familiarity with RFIs, nonconformance reports, design changes, technical queries, field directives, and contract correspondence. Ability to coordinate effectively with owners, contractors, designers, inspectors, project controls personnel, and other stakeholders. Strong written and verbal communication skills, with the ability to prepare clear technical reports and recommendations. Ability to work effectively in a field-based construction environment and manage competing priorities. Professional Engineer license or equivalent professional registration is required or preferred, depending on project requirements. Proficiency with Microsoft Office and construction management, document control, inspection, or project controls systems. Ideally, you'll also have Master's degree in engineering, construction management, or a related discipline. Experience serving as a Resident Engineer, Deputy Resident Engineer, Construction Manager, Design Manager, or Technical Director on major dam or tunnel projects. Experience with large underground excavations, water conveyance tunnels, shafts, caverns, spillways, intake structures, diversion works, or hydropower infrastructure. Experience with design-build, EPC, progressive design-build, or other alternative delivery methods. Familiarity with FIDIC, NEC, or other international forms of contract. Experience working with international project teams and multicultural stakeholders. Knowledge of instrumentation and monitoring programs for dams, tunnels, excavations, and other major structures. Experience supporting dispute avoidance, claims review, technical negotiations, or contract administration. Bilingual communication skills are a plus.
